Chkalovsky flag

The flag of the intracity municipality is the Chkalovskoye municipal district in the Petrograd district of the city ​​of St. Petersburg of the Russian Federation - an identification mark serving as the official symbol of the municipality and a sign of unity of its population.

The current flag was approved on October 12, 2006 [1] and entered in the State Heraldic Register of the Russian Federation with the assignment of registration number 2460.

Description

“The flag of the municipality the municipal district of Chkalovskoye is a rectangular panel with the ratio of the width of the flag to the length - 2: 3, reproducing the composition of the coat of arms of the municipality of the municipal district of Chkalovskoye in red, white and yellow.”

The heraldic description of the coat of arms reads: “ In the scarlet (red) field there are three lowered narrow abstract wavy silver belts - the middle one is shorter than the upper one, the lower one is shorter than the middle one and above them there is a golden lion emerging from the upper belt, holding in its paws a golden oak branch with three leaves and three acorns followed by a golden falcon flying to the right, uplifting and spreading wings . ”

Symbols

The Golden Lion is a fragment of the Elagins family coat of arms, and the three silver waves below it (large, small and medium) are the Large , Small and Middle Nevka. Oak branch in the paws of a lion - the presence of three large garden complexes. In addition, it symbolizes an oak planted according to legend by Peter I on Kamenny Island . In 2003, on the 300th anniversary of the city, a young oak was planted from the acorn of this oak. In the territory of the modern Central Park of Culture and Rest named after S.M. Kirov there are sculptures of guard lions - at the Elagin Palace (two cast-iron lions, sculptor I.P. Prokofiev ) and on the arrow of the Elagin Island (the latter are made of pudost stone in the 19th century and transferred in 1926 from the former Stroganov’s dacha on the Black River, architect L. A. Ilyin ).

The Golden Lion is also the military history of the modern territory of the municipality Chkalovskoye municipal district. In the 18th century, Koltovskaya Sloboda was located on the site of modern Pionerskaya Street , named after the Nevsky Garrison Regiment (called Koltovsky before November 6, 1727, by the name of its commander Peter Koltovsky). In addition, artillery batteries were located in the western part of Krestovsky Island in the late XVIII - early XIX centuries. According to their location, the Battery Road (later - Marine Avenue ) got its name. On the territory of the modern municipal district was located Zeleinaya ("potion" in the old days was called gunpowder) settlement. In 1710, by order of Peter I, the state-owned Powder Plant was founded, which began its work in 1714. In 1777, the road leading from the Peter and Paul Fortress to the settlement was called Zeleynaya Street .

The golden flying falcon - personifies the name of the municipality in honor of V.P. Chkalov - the Soviet pilot, Hero of the Soviet Union , who lived on Vsevolod Vishnevsky 21. Street from 1927 to 1931. In 1951, a marble plaque was installed on the house. In memory of the famous pilot two busts are installed (one of them at the entrance to the Chkalovskaya metro station, the other at the intersection of Chkalovsky Prospekt and Pionerskaya Street ). On the territory of the municipality is a higher military educational institution - the Military Space Academy named after A.F. Mozhaisky .

Yellow color ( gold ) - supremacy, greatness, glory, intellect, constancy, justice, virtue, fidelity, respect, magnificence.

White color ( silver ) - perfection, simplicity, truthfulness, nobleness, purity of thoughts, innocence, purity, wisdom, peace.

The red color is law, courage, love, courage.

The combination of red, yellow and white colors (the colors of the flag of the city of St. Petersburg ) symbolize the entry of the municipality of the municipal district Chkalovskoye into the city of St. Petersburg .

History

The first flag of the municipal district No. 63 (the name of the Chkalovskoye municipal district until October 2002) was approved on October 7, 1999 by the resolution of the Municipal Council of the municipal formation No. 63 No. 19/5 “On approval of the regulations on the official symbols of the Municipal formation of the Municipal district No. 63” [2] .

Authors of the flag: Sergey Mikhailovich Kupchenko (at the time of adoption of the flag - Deputy Head of the municipal district), Vladimir Vladimirovich Vdovenko and Vladimir Alekseevich Borodin. The flag description read:

The flag of the Municipal Formation of the Municipal District No. 63 is a three-color rectangular cloth. The official colors of the flag of the Municipal Formation of Municipal District No. 63 are green, blue, symbolizing the ecological balance of water, flora and fauna, and red, indicating the territorial affiliation of the Municipal Formation of Municipal District No. 63. In the center of the panel is the coat of arms of the Municipal Formation of Municipal District No. 63. Attitude the width of the flag to its length 1: 2.

The coat of arms depicted on the flag is a heraldic shield with a gilded border. In the upper part on the green field there is a gilded inscription: Municipal formation of Municipal district No. 63. Below the shield is divided in two vertically. On the left side on the red field is the coat of arms of St. Petersburg , indicating the territorial affiliation of the Municipal Formation of the Municipal District No. 63. On the right side on the common blue field is an abstract image of the sun, stems and leaves growing from the water and carefully supporting their human hands - symbolizing environmental the cleanliness of the Municipal Formation of the Municipal District No. 63.

This flag, which does not comply with Russian heraldic standards, was replaced on October 12, 2006 by the current flag. Despite the approval of the new flag, the decree of October 7, 1999 was not canceled.
