Ludwig was the son of Duke Henry III of Lower Bavaria and Elizabeth of Hungary, daughter of the Hungarian king Bela IV . When his father died in 1290, Ludwig began to rule the duchy together with the brothers Otto V and Stephen I. He was remembered for his high costs of maintaining the yard, which led to tax increases.
Ludwig was married to Isabella, daughter of the Duke of Lorraine Ferry III . They had no children.
