On May 8, 1911, at the Holy Trinity Cathedral of the Alexander Nevsky Lavra in St. Petersburg, he was ordained bishop of Sumy , vicar of the Kharkov diocese . The ordination took place in the Holy Trinity Cathedral of the Alexander Nevsky Lavra in St. Petersburg.

Since October 16, 1917 - Bishop of Pryluksky, Vicar of the Poltava Diocese .
Appointed interim manager of the Penza diocese instead of the deposed bishop Vladimir (Putyata) .
In February 1918 he arrived in Penza to fight the “people's” church, which Vladimir (Putiata) organized in Penza. The latter by that time enlisted in Penza the support of a considerable number of supporters. On February 18 (March 3), 1918, the “Vladimirites” organized a “popular assembly”, which elected Vladimir (Putyata) as the diocesan bishop. Right from the meeting, Vladimir with the “support group” went to the cathedral, where Bishop Theodore performed evening service. After its end, the Putty was played a scene designed to show who, in fact, believers want to be in the Lord [4] .
When he tried to come to the cathedral, the Vladimir guards here grabbed him by the arms, put him in a wheelbarrow prepared in advance for this, and with a hiccup rolled him out of the cathedral along a long porch onto the square [4] .
On March 8, 1918 he was still alive and died, probably on the next Sunday - March 10, 1918 [4] .
