Federal National Cultural Autonomy of Belarusians of Russia

The Federal National-Cultural Autonomy of the Belarusians of Russia ( Belorussian. The Federal National Cultural Authority of Belarus Belarus ) is a Russian public organization uniting Belarusians living in the Russian Federation.

History and Activities

Federal National Cultural Autonomy (FNCA) “Belarusians of Russia” was established on April 24, 1999 in accordance with the Federal Law of the Russian Federation “On National Cultural Autonomy”. Registered by the Ministry of Justice of Russia on August 6, 1999. At this congress, Frantisek Petrovich Kovrigo was elected Chairman of the Council of the Belorussia Rossii National Football Federation.

On October 2, 2002, Moscow hosted the II Congress of the Federal National Cultural Autonomy “Belarusians of Russia”. The congress was attended by about 500 delegates and guests from most regions of Russia - representatives of regional national-cultural autonomies of Belarusians, Belarusian communities, Belarusian national-cultural centers and clubs of Belarusians. Among the guests at the congress were Deputy Prime Minister of the Republic of Belarus Vladimir Nesterovich Drazhin , Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus to the Russian Federation Vladimir Viktorovich Grigoryev , Ministers of Information and Culture of Belarus Mikhail Vasilyevich Podgainy and Leonid Pavlovich Gulyako , Minister for National Policy of the Russian Federation Vladimir Yuryevich Zorin , First Deputy Minister of Foreign Affairs of Russia Valery Vasilievich Loshchinin , representatives of the Administration of the President of Russia, Russian Government and Moscow City Hall. [1] At this congress, F. P. Kovrigo was again elected Chairman of the Council of the Belorussia Rossii National Football Federation. [2]

On October 13, 2007, the Third Congress of the Federal National Cultural Autonomy “Belarusians of Russia” was held in Moscow. It was attended by 95 delegates of public organizations of Belarusians from many regions of the Russian Federation. Cosmonauts Vladimir Kovalenok and Petr Klimuk took part in the congress. The official delegation of the Republic of Belarus consisting of the Commissioner for Religious and Ethnic Affairs L.P. Gulyako, Deputy Minister of Culture V.K. Gedroits, Deputy Minister of Information A.I. Slobodchuk was at the congress. With a report on the work carried out for 2002-2007. The Chairperson of the Council of FNCA F.P. Kovrigo spoke. Various events were held with the participation of the Belorussians of Russia National Park: on October 30, 2009, a conference of public organizations of the Belarusians of Russia was held in Moscow: “Belarusians of Russia: History. The culture. Personalities ” [3] .

On April 23, 2010, the 4th Congress of the Belarusians of Russia Federal National Cultural Autonomy took place in the Moscow Region, over 100 delegates from regional and local national-cultural autonomies of the Belarusians of Russia from 48 regions of the country attended. [4] At the IV Congress of the Belorussians of Russia National Football Federation, Valery Nikolaevich Kazakov was elected Chairman of the Council of Autonomy. [5] .

Given the importance of the active participation of compatriots in promoting Belarusian-Russian interests, ensuring equality of citizens' rights, the formation of the Union State, on October 26, 2012 in Moscow, with the participation of the Belorussia Rossiysky National Sports Federation, a coordination meeting of public organizations of Belarusians operating in Russia was held [6] .

In 2013, at the extraordinary V Congress of the Federal National Cultural Autonomy “Belarusians of Russia”, the Charter of Autonomy was amended, the autonomy became known as the Public Organization “Federal National Cultural Autonomy of Belarusians of Russia”.

May 22, 2015 in the Moscow House of Nationalities held the VI congress of the public organization "Federal National-Cultural Autonomy of Belarusians of Russia" [7] .

Main objectives

The main goals of the Belorussians of Russia National Football Federation are: coordinating the actions of associations - members of the Autonomy to preserve, develop and popularize the Belarusian language, traditions and national culture in Russian regions; promoting information exchange and cooperation between associations - members of the Autonomy, as well as developing cooperation with public organizations of Belarusians of other forms of self-organization and public organizations of other nationalities.

Guide

The supreme body of Autonomy is the Congress. The congress elects for a five-year term the Chairperson of the NCFA and the Autonomy Council.

At the VI congress of the Belarusian National Federation of National Federa- tions of Belarus, the Chairman of the Federal National Cultural Autonomy of the Belarusians of Russia elected Honored Scientist of Russia, three times laureate of state awards of Russia, professor, chairman of the Council of the National Cultural Autonomy of the Belarusians of Moscow Sergey Kandybovich [8] .

Structure

According to the 2010 census, 521,443 Belarusians live in Russia. With this in mind, a multilevel structure of the Belarusian diaspora has been created in the Russian Federation, which includes about 80 public organizations of Belarusians: more than 15 regional national-cultural autonomies, cultural and educational societies, cultural centers, and community groups. Many of these organizations are part of the Federal National-Cultural Autonomy of Belarusians of Russia. [9]
