Biography

The early years

Dmitry Batiev was born in the village of Kebyryb (according to other sources - in the village of Gam ) of the Yarensky district of the Vologda province . After graduating from the Gamsk second-grade school, he entered the church-teacher seminary in the village of Khrenovo, Kostroma province . Because of his atypical appearance and characteristic accent, Batiev often ridiculed his classmates, which is why, according to him, “ he became a terrible nationalist and decided to use all his knowledge to free his people from national oppression” .

Until July 1917, Batiev was a Left Socialist-Revolutionary , already then participating in the social and political life of the Komi Territory, and in June 1919 , after two years of non-partisanship, he joined the RCP (B.) . In 1920, Batiev was appointed head of the Zyryan department of the People's Commissariat for Nationalities of the RSFSR . In this post, he actively tried to draw the attention of officials to the Komi-Zyryans . As Batiev himself recalled, he "kept ripening everywhere and everywhere, did not sleep at night, went to the Kremlin in Vyatka bast shoes , " stating that Komi had once settled throughout central Russia , and the name of the city of Moscow comes from the Komi language and means " cow water. "

Komi Autonomy Project

The main achievement of Batiev was the preparation of a large-scale project to create the "Zyryan Soviet Socialist Republic", full of extraordinary proposals, for example, on the creation of a separate Zyryan army as part of the Red Army and on the organization of printing a magazine about Komi in French for foreign readers. The area of ​​the Zyryansk Autonomous Soviet Socialist Republic proposed by Batiev was almost seven times the size of the modern Komi Republic and covered such areas as the lower reaches of the Pechora River , Prikamye , lands inhabited by the Komi-Permyaks , Nenets and part of the islands of the Arctic Ocean , including the Novaya Zemlya archipelago .

Batiev’s project was approved, but partially. Instead of the Komi ASSR, which appeared only 20 years later, the Autonomous Region of Komi was formed. The decree of the All-Russian Central Executive Committee, proclaiming its creation, was signed on August 22, 1921 .

Sunset Career

Over time, Batiev’s political career began to decline. Seeking to allocate funds for the development of Komi autonomy, he and employees of the Zyryan department subordinate to him often paid bribes to officials and arranged whole banquets for them. At such banquets were attended, including M.I. Kalinin , A.I. Rykov , A.S. Enukidze, and even Stalin himself. Soon Batiev was expelled from the party, arrested for violations revealed in the work of the Zyryansky department, and kept for more than two months in the Lubyanka . After Batiyev was vouched for by Yenukidze and a number of employees of the People’s Commissariat, he was released, and the “case of the Zyryansky representative office” was closed. Having freed himself, in 1924 Batiev returned to his homeland, where he had a second daughter, whom he called Avtonomoy, in a sign of his political convictions (the first, Iya, was born in Moscow in 1922).

Recent years

In 1933, Batiev was again arrested on charges of preparing an armed uprising. The following year he was sentenced to five years in prison and sent to Ukhtpechlag . He was released from prison in 1937 , and a few months later was arrested again, presenting the previous charges. In the fall of 1940, Batiev returned home for the last time, and again not for long: in April 1941, a military tribunal sentenced him to capital punishment for participating in the “counter-revolutionary Trotskyist organization”. On November 22, 1941, the People's Commissar of State Security of the Komi ASSR Kabakov and the prosecutor of the Komi ASSR Fotiev approved the sentence, which was immediately carried out.

Rehabilitated June 4, 1992 by the General Prosecutor of the Russian Federation.
