Geography
The Volynshchinsky Village Council is located in the southeast of the Bekovsky District and borders in the north with the Mitkire and Moshkovsky Village Councils of the Bekovsky District, in the east with the Moshkovsky Village Council of the Bekovsky District and Serdobsky District of the Penza Region, in the south - with the Rtishchevsky District of the Saratov Region , in the west - . Bekovo, Vertunovsky and Mitkirey village councils of Bekovsky district. The distance to the regional center of the village. Bekovo - 9 km, to the regional center of Penza - 145 km, to the nearest passenger railway station Vertunovskaya (located in the village of Sosnovka, Bekovsky district) - 26 km [1] . The territory of the Village Council is a landscape of the chernozem steppe, a wavy relief, indented by ravines. Forests occupy 25.6% of the territory and are represented by birch, oak, aspen. The area of the village council is 19364 ha. The Khopyor River flows through the Volynshchinsky Village Council.

Economics
The economy of the village council is represented by agricultural enterprises: A / F Plodprom-Bekovo LLC, the Bekovsky branch of OAO NPG Sady Pridonya, peasant farms, private farms engaged in the cultivation of grain crops, fruit trees, and also the production of dairy and meat products .
Infrastructure

On the territory of the village council, the villages of Volynshchino, Khovanshchino, the settlements of Plodskhoz, Sovetsky were gasified. Centralized water supply is available in all settlements of the village council, except for the village of Zhukovo [1] .
A regional highway “ Tambov - Penza” - Bekovo - with asphalt surface passes through the territory of the Volynshchinsky Village Council, providing transport links with the areas of the Penza region (including the regional center of Bekovo). An asphalt road was laid to the village of Khovanshchino [1] .
