Biography
Born September 29, 1971 in Penza in the family of employees. Since childhood, fond of sports: athletics and cross-country skiing. He was in the school team, then in the military school team [6] . After school, he entered the Higher Border Military-Political Order of the October Revolution Red Banner School of the KGB of the USSR, now [7] Golitsyn Frontier Institute of the FSB , successfully graduated in 1992. After school in 1992-1995, he served in the Daursky border detachment of the Trans-Baikal district in the position of deputy chief of an outpost, then chief of an outpost. During his service, he had no complaints, the champion of the border troops in firing various types of weapons [6] .
In 1995, he returned to his native land and went to work as an operational officer of the FSB Department for the Penza Region . In the same year he graduated from the All-Russian Correspondence Financial and Economic Institute with a degree in Finance and Credit [1] . He held the post of security officer , then senior security officer, working in the department of economic security. Currently he is officially a lieutenant colonel in the reserve, he receives a military pension [6] .
In 1998, at the invitation of the governor of the Penza region, V. K. Bochkareva became his assistant, responsible for ensuring life safety and facilitating the governor's professional activities. In 2002, he became deputy governor, and in 2003 he became first deputy governor [6] .
In November 2005, the head of the Penza administration , A.V. Pashkov, asked to be dismissed from the post he held in February 2005, in connection with his transfer to another job. His request was granted at a meeting of the city duma, and Pashkov returned to the post of first deputy governor of the region. The acting first deputy Chernov, on the proposal of the regional governor, was approved as the acting head of the city administration [8] . A month later, elections were held for the head of the administration, at which Alexander Belov, head of the FSUE “Rostekhinventarizatsiya” FSUE Penza branch, spoke in as a rival to Roman Chernov. In the elections, 33 out of 34 deputies voted for Chernov’s candidacy, which, according to the chairman of the city duma, I. A. Belozertsev , “ testifies to their respect for the governor and the government .” At the same time, the Kommersant newspaper voiced the opinion that with these elections there was a final transition " from managed democracy to the absolute dictatorship of the regional government " [9] .
On April 3, 2009, regular elections for the head of the administration were held in the city duma. The competition commission offered two candidates to the deputies: the current head of the administration, Roman Chernov, and the director of the MUP BTI, Alexey Nikolaev. Even before the start of the secret ballot, the majority of deputies declared their support for Chernov’s candidacy. In the course of presenting his own program of development of the city of Nikolaev, just in case, he stated that he fully supports the program of the opponent and added that “ if you suddenly choose me, it will be very difficult for me ”. Deputies voted for the current head of the administration according to the previous scheme “all minus one vote” (25 votes out of 26) [10] [11] . Nikolaev was later appointed deputy head of the city administration, but did not justify the confidence shown. In July 2011, a criminal case was initiated against him under the article “Abuse of authority”, the facts of violations during the period of work in the MUP BTI were confirmed, and the case was sent to the Investigation Committee [12] .

Trip to Italy in March 2012
In late March 2012, a delegation from the administration of Penza and the Penza region, including Chernov, made a business trip to Italy . During her visit was the city of Alba in Piedmont . This was not the first official visit from Penza to Italy. For example, in July 2009, the delegation of the city headed by Chernov visited Bologna , where they studied the experience of organizing open food markets [14] . However, it was the last time the visit received an ambiguous interpretation in some media , in which the business nature of the trip was questioned. As a result, a deputy from the Communist faction of the State Duma, V. A. Simagin , sent a deputy request to the Penza administration to study the targeted use of budget funds for foreign travel [16] . The request remained unanswered after the 30-day period [17] . At the same time, Penza bloggers compared deputy requests of V. A. Simagin to trolling [18] [19] .
Vandalization of Wikipedia Article
On May 3, 2012, in Penza , a young Communist Party activist Pavel Olegovich Barabanschikov was severely beaten and robbed in his apartment building. Earlier that day, he conducted a single picket against the increase in prices for public transport. At night at 23:48 (19:48 UTC) the article "Chernov, Roman Borisovich" in Wikipedia (this article) was subjected to anonymous vandal editing. The unknown person called the head of the city’s administration a “ fraudster ”, a “ bandit ” and “an organizer of the attempt on Barabanshchikov ” [20] .
On the morning of May 4, 2012, vandal edits were removed, but screenshots of the vandalized page were distributed by some electronic media [21] . On the same day, “ upon the dissemination of false information defaming and degrading his honor and dignity ” on the Wikipedia website, the city administration sent applications to the prosecutor’s office of the Leninsky district of Penza and to the Ministry of Internal Affairs of Russia for the Penza Region [22] . On the same day, V. A. Simagin , a deputy from the Communist faction of the State Duma , suggested that Barabanshchikov’s beating was linked with the latter’s political activity [23] :
Vladimir Simagin recalled the recent speech by Russian President Dmitry Medvedev, who said that the citizens of the country became freer and go to rallies without fear of consequences.
“ I will attend the meeting of Dmitry Medvedev with the Communist Party faction, which will be held on May 8. It was agreed that they would give me the floor. And in the example of Penza, I will tell him that he is mistaken , ”said Vladimir Simagin.
Representatives of the city administration called such statements a provocation. The police insist on the purely criminal nature of the crime in which the case was brought under Part 2 of Article 161 of the Criminal Code of the Russian Federation (“Robbery”) [20] .
