Biography
He graduated from the Leningrad Polytechnic Institute (LPI). Candidate of Sociological Sciences. After graduating from LPI, he worked in it, served as the manager of the affairs of St. Petersburg State Technical University (SPbSPU - formerly LPI).
In 1995 - 1997 - Member of the NDR , in 1996 —1997 - Advisor to the Chairman of the NDR faction in the State Duma.
He was the director of the Moscow office of SPbSTU.
In February 1998, the Russian Progressive Union (RPS) movement was established at the founding conference in St. Petersburg. Shuvalov was elected a member of the Presidium of the Council of RPS.
In 1999 - the manager of the Polytechnic Institute of St. Petersburg State Technical University.
At the elections to the State Duma of the Federal Assembly of the Russian Federation in 1999, he ran for the North-Western single-mandate electoral district No. 210 (St. Petersburg). Elections did not take place (in 2000, Yuri Sevenard was elected from this district).
From December 1, 1999 to July 2001, he served as deputy chief of staff of the Unity faction in the State Duma of the Federal Assembly of the Russian Federation.
July 2, 2001, was appointed head of the Department of Public Relations, Regional and Public Relations of the Ministry of Internal Affairs of the Russian Federation.
On March 2, 2004, the Press Service of the State Duma was reorganized into the Office of Public Relations and Media Relations, and Yu. E. Shuvalov was appointed its head.
Since May 2005 - Coordinator of the Center for Socially Conservative Politics .
In 2008–2012 , he was Deputy Secretary of the Presidium of the General Council of the All-Russian Political Party “ United Russia ” on creativity and interaction with political clubs. In May 2012, he was elected to the High Council of the All-Russian political party "United Russia" [1] .
On January 29, 2008, he was appointed Deputy Head of the State Duma Office - Head of the Office of Public Relations and Media Relations of the Staff of the State Duma of the Federal Assembly of the Russian Federation. In January 2012, he was reassigned to this position [2] .
As Deputy Head of the State Duma, he oversaw the Analytical Department, the Office of International Cooperation, the Office of Public Relations and Media Relations and the Office of Library Funds (Parliamentary Library)
Since 2012, he has been the Executive Secretary of the Council of Non-Parliamentary Parties under the Chairman of the State Duma.
In 2012, he initiated the creation of the International Union "Eurasian Confederation".
In 2016-2017 - Advisor to the Chairman of the State Duma of the Federal Assembly of the Russian Federation.
In May 2017, he joined the Presidential Administration of the Russian Federation.
In 2017 he took part in the creation of EISI.
In 2018, he supported the idea of forming an Information and Technological Public Platform.
In connection with his work in the Presidential Administration [3] , on December 8, 2018, on the basis of a decision taken by delegates to the XVIII Congress of the United Russia political party, Yuri Shuvalov was removed from the High Council of the Party [4] .
