The Serbian districts are statistical units within the administrative-territorial division of Serbia. According to the decision of the Government of January 29, 1992 , the districts are the local centers of power, where the republican ministries perform their direct functions [1] . Each district is headed by the head of the district, who is directly responsible to the government of the country.
The territory of Serbia is divided into 29 districts and Belgrade, which is divided into a special administrative unit. There are 7 districts in the territory of the autonomous province of Vojvodina, 5 districts in Kosovo and Metohija , and 17 districts in the central part of Serbia [2] .
Control over Kosovo by the Serbian authorities was lost in June 1999 , after the NATO war against Yugoslavia . According to UN Security Council Resolution 1244, Kosovo is under the protectorate of the UN and is not controlled by the Serbian authorities. The institutions of temporary local self-government, in which Albanians are the majority, unilaterally proclaimed independence on February 17, 2008. The census of the population in this territory was not conducted by the Serbian authorities [3] .
