“Putin. The results. 10 years ” - a report on criticism of the activities of Vladimir Putin as President and Chairman of the Government of Russia . The report was released in June 2010 and covers the period from 2000 to 2010 [1] .
The authors of the report are the leaders of the People’s Freedom Party Boris Nemtsov and Vladimir Milov [2] . The report “Putin. The results. 10 years ”is a revised and supplemented edition of their report“ Putin. Results ”, released in 2008.

The report focuses on the topics of corruption, depopulation, social inequality, the situation in the economy and the situation in the Caucasus [3] .
The report is based on data from open official Russian and international statistics, as well as media publications, both pro-government and independent. The report contains numerous references.
Edition
June 14, 2010 Boris Nemtsov and Vladimir Milov presented their new report at the fifth Moscow International Book Festival .
In contrast to the report “Putin. Results ”, published in a print run of 5,000 copies, this report is designed for the general reader and published in large print runs of one million copies.
For wider distribution of the report “Putin. The results. 10 years ”, as well as earlier reports on Putin, also sponsored by Boris Nemtsov and Vladimir Milov, a website of the same name was created. The site contains the full texts of all reports. In the “Samizdat” section, there are versions of reports in various formats to facilitate printing at home. The report is also posted on the personal websites of Boris Nemtsov and Vladimir Milov.
Soon the report “Putin. The results. 10 years "was translated into English and published on the blog" La Russophobe ", after which this text was added to the site" Putin. Results ”marked“ unofficial translation ”. After some time, a video version of the report began to appear. Its creation is a member of the movement of the federal political council of the Solidarity movement Leonid Martynyuk . Videos of his project, “Falsehood of the Putin regime,” are also posted on the website “Putin. Results ".
Distribution
After the presentation of the report on June 14, the same day, Solidarity activists began distributing brochures at metro stations in Moscow .
June 15 website “Putin. Results ”, as well as the personal sites of Boris Nemtsov and Vladimir Milov, were subjected to DDoS attacks [4] .
On June 16, a car with 100,000 copies of the report was detained in St. Petersburg . According to police, the reason for the detention was the lack of documents for the entry of heavy vehicles into the city center [5] . The next day, security officers arrived at the printing house and detained another 100 thousand copies of the report, and also blocked its further printing.
On June 18, five activists of the United Civil Front were detained in St. Petersburg while trying to distribute a report to the participants of the International Economic Forum [6] .
In response to the actions of the authorities, Boris Nemtsov said:
Instead of arguing with the provisions of the report, refuting its basic provisions, proving its effectiveness, they decided to act in a Putin-like manner. Grossly violating the constitutional right of citizens to information, they decided, as in the good old days, to eliminate opposition literature. The reason is that the report sets forth with figures and facts the true results of Putin’s rule. <...> The position of the authorities is also stupid. Arrests and seizures only draw public attention to the report and its contents [7] .
According to Nemtsov, he was the owner of the report circulation and the arrest of the circulation by special services meant the theft of his property.
Unlike Petersburg, in Moscow there were no difficulties with the delivery and storage of the report. The report was distributed in Moscow at various metro stations, and on June 25 about 30 thousand copies were distributed [8] .
On June 25, it became known that extremism was not found in the report, however, due to bureaucratic red tape (the term of the power of attorney expired), the opposition could not get the print run back [9] . On July 6, of the 300 thousand booklets of the report “Putin. The results. 10 years ”100 thousand were returned [10] .
July 8, Boris Nemtsov held a presentation of the report in Vladimir [11] .
On July 20, the Belarusian government newspaper Respublika published [12] excerpts from the report “Putin. The results. 10 years ” [13] .
Since the summer of 2010, the report has been distributed at pickets, rallies and other actions of the Solidarity movement, in particular, as part of the Putin Should Leave campaign.
On October 25, police in Ivanovo arrested 2 thousand copies of the report “Putin. The results. 10 years ", the same number of reports" Putin. Corruption ”, about 100 copies of the book“ Confession of a rebel ”, as well as leaflets calling for voting against everyone [14] .

In February 2008, Boris Nemtsov and Vladimir Milov published the report “Putin. Results ”, which sharply criticized the activities of the Russian authorities in the presidency of Vladimir Putin. According to the authors, during this period, broad opportunities related to high energy prices were not used:
Our army, pension system, health care and primary education, roads under Putin have degraded. Everything is not great with the economy either: a good time basically allowed me to put my finances in order and the bubbles in the stock and real estate markets fanned, and investments in the development of the real sector grew very restrained, the modernization of the production apparatus did not happen during this time. The opportunities created by the sudden “oil rain” were missed. As under Brezhnev , the excess profits from oil and gas exports were largely consumed, and the necessary transformations were not carried out. As a result, by the end of Putin’s presidency, we again have nothing to do - without working social security systems, with an increasing deficit of the pension fund, with an army from the last century, huge debts of state-owned companies, gigantic corruption that has no analogues in Russian history [15] .
