Shishkin, Pavel Evgenievich

Born November 22, 1959 in a miner family. My father is from the Gubkinsky district , my mother is from the Stary Oskol district of the Belgorod region .

After the parents returned in 1961, he lived in the village of Nikolaevka, Kazachansky Village Council, Starooskolsky District, his family moved to Stary Oskol a few years later. After school, he entered the Belgorod Technological Institute of Building Materials , which he graduated with honors in 1982, received the qualification of "civil engineer". In the same year, of his own free will, he went to serve in the Soviet Army.

After the army, he began his career in Stary Oskol in 1984 as a master of SU-31 at the PSMO Elektrometallurgstroy. Since 1989, he worked as the head of the production and technical department, the chief engineer, the head of the SU-4 PSMO Elektrometallurgstroy. He took part in the construction of the leading OEMK facilities: Mill-700 and Mill-350, electric steelmaking, mechanical repair and other workshops of the plant. In 1995 he headed the Oskolselstroy LLP.

In April 1996, N.P. Shevchenko, elected head of the city of Stary Oskol and the Stary Oskol district, invited P.E. Shishkin to his administration for the post of deputy head of the city and district administration for capital construction. However, in 2003 he was dismissed from this position, the reason was a violation of the principles of professional ethics . Shishkin returned to work as chairman of the board of directors of his own construction company Zodiak LLC.

Municipal career

In October 2007, when N.P. Shevchenko resigned due to health reasons, P.E. Shishkin, on the recommendation of the Governor of the Belgorod Region, was appointed first deputy head of the administration of the municipal district "City of Stary Oskol and Starooskolsky District" and at the same time as acting head municipal district. Since March 2, 2008, at the municipal elections he was elected head of the Stary Oskol city district - head of the district administration.

During the election campaign, most polls indicated the following distribution of citizens' preferences among candidates for the post of mayor of Stary Oskol:

• Karl Karlovich Loor - 60%
• Pavel Evgenievich Shishkin - 30-35%
• Anatoly Dmitrievich Tinyakov - 5-10%

44.61% of those who took part in the elections voted for him. 38.07% of ballots were damaged and invalidated by the election commission. Observers bind such an unprecedentedly large percentage of invalid ballots with a high level of protest among the residents of Stary Oskol, dissatisfied with the nomination of Pavel Shishkin, whom the townspeople consider the protégé of governor Yevgeny Savchenko . According to local experts, the removal through the court of the election of the chairman of the board of directors of KMAprojectzhilstroy OJSC Karl Loor, who was a clear election leader, however, his candidacy as a strong and independent politician did not suit the regional leadership [1]

The results of the election of the mayor of Stary Oskol in 2008:

• Pavel Evgenievich Shishkin - 44.61%
• against all / damage to ballots - 38.07%
• Anatoly Dmitrievich Tinyakov - 17.32%

With such a high spoilage of ballots, the elections should have been declared invalid. However, the local authorities did not do this, and Shishkin was declared the mayor of the city.

After Pavel Evgenievich goes on vacation from May 28, 2013, and accordingly after the vacation, he switches to a new job. The duties of the head of the district administration will be entrusted to the first deputy, head of the lieutenant general, tax service Alexander Viktorovich Gnedykh.

• He has the title of "Honorary Builder of Russia", a number of other government and public awards. In 2009 he was awarded the medal "For Merit to the Belgorod Land", I degree, for many years of conscientious work, a great contribution to the socio-economic development of the Stary Oskol city district.
