Khadzhiev, Salambek Naibovich

Salambek Naybovich Khadzhiev ( January 7, 1941 , Shali , Shali region , Chechen-Ingush Autonomous Soviet Socialist Republic , RSFSR , USSR - March 2, 2018 , Israel ) - Russian businessman of Chechen origin , politician , petrochemist , academician of the Russian Academy of Sciences (2008; corresponding member of the Russian Academy of Sciences since 1991, Corresponding Member of the USSR Academy of Sciences since 1990). He has problems in the production of low-curing high-density petroleum fuels , hydrocarbon conversions on zeolite-containing catalysts . The first and only Chechen minister in the Soviet Union: in 1991 he headed the USSR Ministry of Chemical and Petrochemical Industry. During the First Chechen War in 1995 - Chairman of the Government of the National Revival of Chechnya. In 1995-1996, Chairman of the State Committee of the Russian Federation for Industrial Policy. Since 1996, he has been working as the head of the laboratory at the A.V. Topchiev Institute of Petrochemical Synthesis of the Russian Academy of Sciences , and since 2008 as a director. Biography

Born in the village of Shali, Chechen-Ingush Autonomous Soviet Socialist Republic. He spent his childhood in the village of Rovnoye in the Dzhambul region of Kazakhstan, where he was deported with his family. He returned to his homeland in 1957, when the Chechen-Ingush Autonomous Soviet Socialist Republic was restored. He graduated from the Grozny Oil Institute with a degree in oil and gas engineering, postgraduate study at Moscow State University. Lomonosov .

He worked at the Grozny Oil Research Institute (one of the leading in the oil industry of the USSR), where he went from a junior researcher to a director. In 1991, Khadzhiev became the Minister of Petrochemical Industry of the Soviet Union, the first Chechen in the USSR to hold a ministerial post. He was a member of scientific councils and the Interdepartmental Council of the USSR Academy of Sciences, a member of the USSR State Committee for Science and Technology on petrochemicals. He was a member of the editorial board of the journal "Chemistry and Technology of Fuel and Oils". The author of a number of scientific papers [3] .

Chairman of the Chechen National Revival Government

In 1995, during the First Chechen War, he headed the Government of the Provisional Council of the Chechen Republic (“The Government of the National Revival of Chechnya”).

The appointment took place on January 16, on the day of the television appeal of Russian Prime Minister Viktor Chernomyrdin to Russian citizens, in which he announced the intention of the federal leadership to form an effective government in Chechnya for the transitional period [4] . According to other sources, he headed the Government of the National Revival of Chechnya on November 23, 1994 [5] [6] [7] . In March, Hadzhiev met with Russian President Boris Yeltsin at his residence near Moscow as the head of a federation subject.

In July 1995, he announced his readiness to resign, which was considered by Kommersant newspaper journalists as the willingness of the federal authorities to sacrifice figures in anticipation of possible negotiations with separatists Dzhokhar Dudaev [8] . However, he resigned only on October 23, 1995 [9] [10] . After being removed from this post, at the end of 1995, he was the First Deputy Head of the Territorial Administration of the Federal Executive Bodies in the Chechen Republic [11]

In Russian Politics and Business

In 1995, he was involved in the organization of the Southern Oil Company.

In March 1996, participated in a meeting of the VIP club of the Chamber of Commerce and Industry of Russia as chairman of the State Committee for Industrial Policy [12]

In 1996, Salambek Khadzhiev became a member of the board of directors of a large trading company Ecotech Oil, which supplies gas to the Moscow region and regions of Central Russia , and then headed it. He also owns 80 percent of the shares of this company [7] . In April 2002, he sold 50 gas stations owned by the company Slavneft .

The newspaper Kommersant clarifies [13] :

 CJSC "Ecotech-Oil" was established in late 1996 on the basis of the company "Ilya Kolerov and Co.", which at that time had 15 gas stations. The then well-known businessman Kolerov sold his business to Mr. Hadzhiev in October 1996 under very mysterious circumstances - the sale coincided in time with the explosion that unknown attackers staged at the businessman’s dacha. The price of that deal is still unknown. 

From the end of 1995 until December 2002, Hadzhiev did not communicate with reporters and did not give any interviews . Only in December 2002, on the eve of the “Congress of the Union of Peoples of Chechnya”, which was held in Moscow, he first appeared at a press conference where he made a number of political statements, which was regarded by the media as an attempt to return to “big politics”. Nevertheless, Khadzhiev refused to run for president of Chechnya [7] :

 I'm on retirement. And I will never work in any power structures. There you need young strong guys 

According to March 2009, he was still the president of Ecotech Oil and participated in the VI Moscow International Chemical Summit [14] .

In March 2017, he visited Grozny , where he praised the head of the Chechen Republic Ramzan Kadyrov and his political course [15] .

He died after a serious long illness in a clinic in Israel on March 2, 2018. He was buried in Chechnya, in the city of Shali at the family cemetery [16] ..

Family

A widower, was married to Svetlana Muslimovna Gairbekova. Three children: daughters Leila, Aset, son Bulat. Ten grandchildren. Sister Tamara Khadzhieva has been the head of the Shali district branch of the United Russia party since it opened in 2002, and in July 2004 she was killed by unidentified guns in her own house in Shali. In the same year, two close relatives of Salambek Khadzhiev, who were employees of the Shali District Department of Internal Affairs, were killed earlier [17] .
