The flag is based on the coat of arms of the municipality, in accordance with the traditions and rules of heraldry and reflects historical, cultural, socio-economic, national and other local traditions.

The name Yam-Tyosovo is associated with the Yamskaya Sloboda , an old road to Novgorod passed here. The local population was engaged in logging (tesa), which was rafted along the rivers Luga and Oredezh . In the time of Veliky Novgorod, there was a shipyard on which military and merchant ships were built.

In the village of Lyutka in the 19th - early 20th centuries, the estate of the famous oriental scholar, founder of the domestic Buddhist school, and in the future professor of the Leningrad University, elected in Soviet times as the academician, Fedor Ippolitovich Shcherbatsky, was located . In this estate he spent half his life, here he created many outstanding works. Until the early 1920s, local lands were part of the Novgorod province.
