Kolyadin, Oleg Gennadievich

Born December 15, 1954 in the western Ukrainian city ​​of Rakhiv . He graduated from the Leningrad Mechanical Institute with a degree in mechanical engineering. In 1978, according to distribution, he was sent to a factory in the city of Frunze of the Kyrgyz SSR, where he began to work as a master. After 4 months, he was appointed deputy head of the workshop, later - the head of the workshop. In 1983 he was transferred to a plant in the city of Amursk , in 1987 he was appointed commercial director of the plant. In 1990, he was transferred to the Amursk Pulp and Cardboard Mill, where he held the position of Deputy General Director for Foreign Economic Relations. In 1991, he took up the position of Director General of the Russian-Swedish joint venture East Asia in Vladivostok.

In 2003, he moved to Nakhodka in connection with the appointment to the post of General Director of the Nakhodka Sea Fishing Port Company (in which, in the opinion of the Golden Horn newspaper in Vladivostok, he performed the role of "wedding general" ^[3] ).

Find Mayor Election

On December 19, 2004, he was elected mayor of Nakhodka, gaining 50.21% (with 44% of voters ^[4] ) in the first round and outstripping his main rival, Nadezhda Mylova, who received 28.52% of the vote ^[5] . He was re-elected as the head of the Nakhodka city district on March 1, 2009, gaining 69.03% of the vote (with the turnout of 37% of voters) ^{[6] [7] [8]} .

City Hall Activities

Kolyadin began his activity at the Mayor's Office with the unpopular measures of 2005 to legalize illegally installed metal containers and garages in the city’s microdistricts, which resulted in street protests and collecting signatures for the resignation of the recently elected mayor ^[9] . In October 2006, an assistant to the mayor, Oleg Shashelev, was found dead near his own house with a gunshot wound to the head ^[10] .

In 2006, comparing Nakhodka with Vladivostok, Kolyadin said that Nakhodka would be no worse than Vladivostok ^[11] . In 2012, talking about plans to create a new square, he motivated: “We look at how people in Vladivostok treat ... recreation places for citizens and quietly develop our own as well” ^[12] . During Kolyadin’s stay in power in Nakhodka (mainly with funds from the regional budget), the construction of a bypass road was completed, and the embankment of the Kamenka River was built from scratch (at the expense of the municipality) ^[13] . Under the personal supervision of Kolyadin, the construction of the Kazan Cathedral was underway on the Tobolskaya hill ^[14] , for which in 2008 he was awarded the Order of St. Sergius of Radonezh III degree ^[15] .

At the same time, the townspeople lost such socially significant objects as the Primorets stadium, Patrice Lumumba square on the main street of the city, city public bath (No. 2): they, like the shores of Lake Solyony , where the city park was planned to be built in the 1970s and the stadium ^[16] , were busy with shops. Among other things, a large mosaic panel was demolished at the Pacific bus stop, fountains in the historical center were dismantled, their bowls were covered with soil under flower beds. In an abandoned state, they were located nearby: the largest park in the city, a stadium and a sports complex with a Gidrostroy pool ^[17] .

Kolyadin supported the construction in the immediate vicinity of the Nakhodka oil refinery , which was actively opposed by scientists and environmentalists, and the construction of which was stopped by Rostekhnadzor in 2010 as not complying with environmental legislation ^{[18] [19] [20] [21]} . In 2009 and 2011, two heads of city hall divisions were prosecuted for misconduct ^[22] . In 2014, despite objections from the mayors of Vladivostok and Ussuriysk, he supported the bill on the abolition of mayoral elections, saying that this would lead to “close ties between deputies and voters” ^[23] .

Relations with the Press

During the occupation of the post of General Director of the company "NMRP" Kolyadin avoided meeting with reporters ^[3] . During his tenure in power, A. Tabachkov, editor-in-chief of the Nakhodka Worker city ​​newspaper, was fired for criticizing the mayor; lawsuits were filed against another journalist for critical publications that were lost by the mayor’s court ^{[24] [25]} . Nakhodka’s journalist V. Chetvergov, among the mayor’s shortcomings, noted the latter’s intolerance to any criticism ^[26] . By his own admission, Kolyadin, he calmly perceives criticism, "if it is constructive in the case" ^[27] . In the same period, there were two attempts on journalists (in 2010 against V. Politaev ^[28] ), one of which (which happened in 2005 with the Vladivostok correspondent N. Khomenko) was connected with the editorial office of the Zolotoy Rog newspaper with publications about the redistribution power and property in the city ^[29] . The current situation in 2010 was described by the regional edition of VestiRegion: “In Nakhodka, silence is gold, and too much talk is too often fraught with big troubles ... And local media prefer less slippery topics: for they can be lost for completely innocent articles and plots work ” ^[30] .

Connection with BIMS

A number of Vladivostok publications associate the election of Kolyadin as mayor of Nakhodka with the coming to power of members of the BIMS limited liability partnership, which later became BIMS LLC. BIMS participants (who are also considered a group ^[31] ) are credited with committing numerous violent crimes both in Livadia itself, in Nakhodka and in the village of Wrangel ^[32] .

The name of the company from the village of Livadia (since 2004 in the Nakhodka line) is formed by the first letters of the names of its founders: Barinov, Ilyin, Manokonov , Serganov. Oleg Serganov became deputy mayor; Ruslan Manokonov became an adviser to the mayor (and later a deputy of the Legislative Assembly of the Primorsky Territory). Mikhail Pilipenko, the chairman of the Nakhodka Duma, and Sergei Bastrakov, who became the adviser to the mayor and later went abroad in connection with the investigation of the criminal case to create a criminal community, are also associated with this company ^[33] .
