History
USSR
In the USSR, the highest executive authority in the administrative-territorial units were the executive committees .
In 1929, the Moscow Region was formed. Under the regional Council of People’s Deputies , the Executive Committee of the Moscow Region (Moscow Regional Executive Committee) was created. It was headed by the chairman of the Moscow regional executive committee. For some time the Presidium of the Moscow Region Executive Committee existed.
Russian Federation
In 1991, the administration (government) of the Moscow region was located in the center of Moscow in a building on Old Square , where the main residence of the Central Committee of the CPSU was previously located.
In 1990-1991 - The chairman of the executive committee of the Moscow Regional Council was Anatoly Tyazhlov . October 16, 1991 by decree of the President of the RSFSR Boris Yeltsin Tyazhlov was appointed head of the administration of the Moscow region. December 17, 1995 Tyazhlov was elected governor of the Moscow region. He was politically close to other natives of the Soviet production nomenclature Boris Yeltsin , Viktor Chernomyrdin and Yuri Luzhkov , supported the idea of integration of Moscow and the Moscow region.
On December 19, 1999, at the next election of the Governor of Moscow, Boris Gromov won, the election campaign of which was largely based on criticism of the pro-Moscow policies of the previous government, which did not give the region any advantages. December 7, 2003 Boris Gromov was elected Governor of the Moscow Region for a second term. On December 19, Gromov accepted the resignation of the government and instructed to work until the formation of a new government [1] [2] . On December 24, 2003, at the 81st meeting of the Moscow Regional Duma, the leadership of the new government was approved. The vice-governor was Alexei Panteleev, who previously held the position of first deputy chairman of the government. 6 vice-chairmen and 6 ministers were also appointed [3] .
On May 4, 2007, at an extraordinary meeting of the Moscow Regional Duma of the 4th convocation , elected in March, Boris Gromov was confirmed as governor of the Moscow Region for a third term in a row (until 2012 ). On May 16, deputies of the Moscow Regional Duma approved the candidatures of the heads of the regional government and ministers, as well as the representative of the government in the Federation Council - Nikolay Churkin again became him [4] .
On April 4, 2012, Sergei Shoigu was proposed as United Russia Governor [5] , the next day his candidacy was unanimously supported by the Moscow Regional Duma [6] . He took office on May 11, 2012, after the term of office of the former governor Boris Gromov expired [7] .
On November 6, 2012, Sergei Shoigu was appointed Minister of Defense of the Russian Federation by decree of the President of the Russian Federation [8] . On November 8, 2012, by decree of the President of the Russian Federation [9] , Andrei Vorobyov was appointed acting governor of the Moscow Region. Changes in the Charter of the Moscow Region made after this appointment allow him to combine the administrative and political leadership of the region at the same time.
In June 2013, United Russia nominated Vorobyov as a candidate for the election of governor of the Moscow Region [10] .
Structure
The government building is located on the territory of the Krasnogorsk urban district [11] . The chairman of the government is the governor.
Currently, 32 people are members of the Moscow Region Government: the Governor (Prime Minister), First Vice Governor, Vice Governor, 9 Deputy Prime Ministers and 20 Ministers [12] .
The Governor of the Moscow Region is the highest official; the term of office of the governor is 5 years [13] . It is elected by the residents of the region in accordance with the Charter of the Moscow region and federal law [14] . In September 2013, Andrei Yuryevich Vorobyov was elected Governor of the Moscow Region. Vice-governors of the Moscow region - are appointed by the governor in agreement with the regional Duma for the term of office of the governor. The central executive bodies of state power are ministries, of which there are 17 in the Moscow Region [15] . The government building is located on the territory of the Krasnogorsk urban district [11] . The chairman of the government is the vice-governor.
Ministers of the Government of the Moscow Region are appointed by the Governor of the Moscow Region; a number of ministers are appointed by agreement with the Moscow Regional Duma. The powers, tasks, functions and competence of the Government of the Moscow Region are determined by the Charter of the Moscow Region, the Law of the Moscow Region “On the Government of the Moscow Region”, as well as other laws of the Moscow Region [13] .

Corruption
In August 2008, the First Deputy Prime Minister of the Moscow Region, Minister of Finance of the Moscow Region Alexei Kuznetsov, fled from Russia abroad (he held the post of Minister of Finance from 2000 to 2008), illegally, as it turned out later, dual citizenship - Russia and the United States [17] . A month before, he had married his daughter, having arranged a wedding worth $ 5 million in a world-class architectural monument rented for this - Arkhangelskoye estate . According to open sources, the Kuznetsovs couple now owns: two five-star hotels in Courchevel (SAS Pralong and SAS Crystal); mansions in London for 30 million pounds and New York for 20 million dollars; apartments in Paris and St. Tropez for 10 million euros each. As well as a yacht, an airplane, multi-million dollar bank accounts [18] . Since 2010, Kuznetsov has been on the international wanted list. He is accused of fraud and money laundering.
According to some media reports, Kuznetsov was recommended to Gromov back in 2000 personally and. about. President Vladimir Putin , and the proposal on his appointment to the head of state was made by the ex-head of the Ministry of Economic Development and Trade German Gref .
Journalistic investigations and the publication of numerous facts of embezzlement caused an extremely negative reaction in the government of the Moscow region. On April 1, 2011, on the basis of a statement dated March 31 by the First Deputy Prime Minister of the Moscow Region Igor Parkhomenko on the prosecution of the publishing house Eksmo under articles 319 and 129 of the Criminal Code of the Russian Federation (insulting a representative of authority and slander), the police department of the Moscow Region was removed from stock publishing houses almost the entire circulation of Forbes correspondent Anna Sokolova’s book “Corporation of Moscow Region: How to Ruin the Richest Region of Russia” [19] .
On June 19, 2011, the Rossiya-1 TV channel broadcast the next 72nd issue of the Special Correspondent program dedicated to systemic corruption on the scale of the Moscow Region, in which senior officials were involved. At the beginning, a documentary film reportage (special investigation) by Boris Sobolev “Special correspondent. The area of increased embezzlement. Vasiliev , who participated in the live broadcast, after watching the film, invited Gromov to resign or shoot himself [18] [20] .
Governor Boris Gromov regarded the shown television movie about corruption in the Moscow region as follows: “This is a provocation, not a single plot matches what really exists.” According to him, Kuznetsov was not involved in embezzlement from the regional budget, and if he stole, it was beyond its borders. “This is his own business. The prosecutor’s office and the Investigative Committee should deal with this, ”said the governor [21] .
