History and powers of the House of Representatives
The House of Representatives was founded in 1947 in connection with the entry into force of the new Constitution of Japan and the convening of a new post-war bicameral Parliament. The Chamber became a formal continuation of the House of Representatives of the Imperial Parliament of Japan, founded in 1890 .
The status and powers of the House of Representatives of Japan are determined by the current Constitution and the 1947 Parliamentary Act.
The House of Representatives of Japan consists of 480 deputies whose term of office is 4 years (Constitution. Article 45) [2] [3] . 180 deputies are elected by the proportional system in 11 multi-member electoral districts , and the remaining 300 in single-member constituencies. Japanese citizens who have reached 20 years of age have the right to vote, and Japanese citizens over 25 years old have the right to be elected to the House.
The House of Representatives has more rights than the upper house of councilors of the Japanese parliament: it has the right to veto the bills of the house of councilors by a majority of at least two thirds of the deputies present and pass laws even if their bills were rejected by the House of Councilors (Constitution. Article 59. Paragraph 2 ) [3] . The House of Representatives also takes precedence over the consideration of the draft budget and the ratification of international treaties (Constitution. Articles 60, 61, 67) [3] . She also has the right to express confidence or distrust in the Cabinet of Ministers of Japan .
The House of Representatives can work only if at least one third of the total number of its members is present at the meeting. All decisions in the House of Representatives are valid if they are made by a majority of those present in the chamber of deputies (the Constitution. Article 56) [3] .
The Chamber is headed by the Speaker of the House of Representatives and his deputy. As a rule, a deputy from a party or coalition of the majority parties and a deputy from a minority, respectively, are appointed to their positions. The Chamber has several committees whose task is to supervise and evaluate the actions of the executive .
The meeting place of the House of Representatives is located in the Conference Hall of the Parliament of Japan.
