Legging

Legting ( headlamp Løgtingið , date. Lagtinget ; full official name of headlamp. Føroya løgting , date. Færøernes Lagting ) is a unicameral parliament of the Faroe Islands , a self-governing administrative unit of Denmark .

The name literally translates as “legislative thing ”, and comes from Old Icelandic lǫgþing - the name of the highest court in medieval Norwegian kingdom. The latter in modern Norwegian, Danish and Swedish is spelled Lagting (et), and in Icelandic Lögþing (ið). The Åland Parliament is also called lagting.

History

Tings have been convened in the Faroe Islands for over a thousand years. Presumably, legging was first convened at the beginning of the 9th century, but at that time it was called “alting”. Along with the tinwald of the Isle of Man and Icelandic alting, it is one of the three oldest European people's assemblies, representing one of the oldest parliamentary systems in the world. With the accession of the Faroe Islands to Norway in 1274, the popular assembly was replaced by a council of 6 elected representatives of the islands, headed by the legislator - “leggavur”. This council, officially named “legging” (that is, “legislative thing ”), had only the functions of a higher court and lasted until 1816 , when it was abolished by the Danish authorities.

In 1852, legging was restored as a legislative body under the chairmanship of the Danish governor, in 1923 it received the right to choose its own chairman, in 1935 to decide tax issues, and with the islands gaining autonomy in 1948, it became the country's highest legislative body approving the prime minister and government.

Formation Procedure

Today, there is only one constituency in the Faroe Islands and the number of deputies is 33. The last time the election law was changed at the end of 2007; The first elections under the new law took place on January 19, 2008. The previous election law entered into force in 1978. According to it, the number of deputies of legging could vary from 27 to 32; 7 districts accounted for 27 seats, and up to 5 seats were provided for additionally. In practice, eight general elections held in the period 1978-2004. in accordance with the previous law of 1978, 32 deputies were usually elected.

The term of office of legging is 4 years. Early elections for legging can take place, for example, if legging decides to dissolve itself. In the usual manner, the Prime Minister (leggomur, headlamp. Løgmaður , literally “law- lender ”) issues a notice of the upcoming elections and sets a voting day, which should be held as soon as possible - within 6 weeks after the notice.
