Andrey Vytirailov

The founders of the group, Yuri Davydkin and Andrey Vytirailov, nicknamed "Veps", were released from places of imprisonment in 1992 . In 1988, they were sentenced to 8 years in prison each, but for unknown reasons, only three years were served. Davydkin and Vytyrailov had a fairly large criminal authority [1] .

Davydkin and Vytyrailov were natives of Nakhodka. Returning to their hometown , they found that since the time of their landing, it has changed a lot - there were private shops and companies, foreign cars, the port had a huge number of foreign merchant ships, and the Chinese and Koreans opened their tents everywhere [1] .

Subsequently, one of the arrested members of the group said:

 ... Ask, what was the Find? Everyone will answer that Nakhodka was under the Chechens , that is, if you are a merchant - be nice, pay. If you do not pay, you will not engage in commercial activities. All stalls - from daytime to round-the-clock belonged to Caucasians, either Khatuyev or Azerbaijanis ...

The leader of the Chechen group, which was destined to become the main opponent of the group of Andrei Vytirailov, was Aslanbek Khatuyev, a fairly educated man with a higher education in the specialty of “historian”. In the late 1980s, he moved from Grozny to Nakhodka, bought real estate and moved numerous relatives there. Soon, when a free economic zone was created in Nakhodka by decree of the Presidium of the Supreme Soviet of the USSR , Khatuev was the first to take control of the city's seaport , as well as most of the trading and intermediary firms. As a result, a significant part of Nakhodka’s business life, through which huge amounts of money passed, fell into the hands of the Caucasian diaspora [2] .

The deputy prosecutor of the Primorsky Territory, Bogomolov, spoke about the formation of the Veps group:

 ... And when, having freed themselves from places of deprivation of liberty, Veps and Davydkin arrived in Nakhodka, the city was already half under the influence of the Chechen group. And, of course, in order to organize, it was necessary to oppose themselves to them. For this, Vytiraylov chose a nationalist background ...

This self-installation of the group found hot support among many Russians in the city, including both its ordinary inhabitants and quite influential ones. Quickly navigating the situation, Vytirailov and Davydkin organized their own group, the purpose of which was to take the city into their own hands. The headquarters of the group was a small cafe "Youth" located on Molodezhnaya Street in Nakhodka. Vytyrailov and Davydkin gathered group members here daily to discuss current issues. Special brigades were on duty around the clock in the cafe, who were ready at any time to complete any task. The group began to quickly gain weight, including in the eyes of very influential people in the city, even among officials and police officers. Cassette records have been preserved, which clearly indicate that both the first and second often turned to bandits for help in some matters [1] .

War with the Chechens

In December 1992, the first conflict occurred between the people of Veps and Khatuyev. Then unknown killers shot the close ones of the last Nabiev and Magaev. The murder remained unsolved [3] .

The Chechens struck back in March 1993 - one of the members of the group was shot from a machine gun . The murder also remained unsolved, but already at the funeral of the bandit one could hear that he was committed by Chechens.

Khatuyev soon found support in the face of a large organized criminal group Evgeny Romanov. Together, they became a serious threat to the Veps group. In the spring of 1993, Davydkin went on business to Moscow , and a few days later his body was found on one of the capital's streets.

On May 8, 1993, at the Vladivostok airport, Vytirailov ’s people, led by Veps himself, were to meet a coffin with the body of Davydkin. As it turned out later, on the forecourt, they encountered people from Romanov’s group. The killer, a former member of his group, and the coffin flew on the same flight. When Vytyrailov noticed the killer, he understood everything, and ordered to open fire on the Romanov’s. Those started firing back. Dismantling took place in front of hundreds of people. Having shot back, the bandits caught the dead and wounded, jumped into the cars and left. A policeman on duty at the airport tried to catch up with the fugitives, but failed. After some time, on the side of one of the roads near Nakhodka, a minibus was discovered in which Roman fighters hid. There was a gun and a jacket of a murdered member of the Romanov group in it. The investigation into the dismantling of the station square quickly came to a standstill, as no one identified its participants [1] .

Veps decided to personally participate in retaliation. May 31, 1993 in the city center, in broad daylight, he, along with several members of his group, fired on two Chechens. Both of them received serious gunshot wounds , but remained alive [1] .

Not satisfied with the results of the action, in June 1993 Vytirailov sent a whole brigade with the task - be sure to kill one of the Chechens. On June 28, 1993, on the street of the 25th anniversary of October, bandits fired machine guns with Caucasians from machine guns. As a result, one of them died, two more were injured [1] .

These impudent acts did not cause any interest either in local residents or in law enforcement agencies . Bogomolov later said:

 ... This idea was supported not only by ordinary citizens living in the city of Nakhodka, but it was likable also to representatives of local authorities, even to representatives of parties that somehow or other, voluntarily or involuntarily, began to support them ...

Among the established ties of Vytirailov with local politicians was, for example, the head of the local branch of the Social Democratic Party (later - SPS ) Viktor Aksinin. Using his contacts, he helped Vytyrailov establish contacts in the city administration and with the most successful businessmen. With the assistance of Aksinin, members of the group opened their own companies, received loans from city banks [1] .

In the fall of 1993, the moment came for a decisive battle between the factions. At first, Khatuyev’s house was surrounded with grenades , but the owner remained alive, after which he surrounded him with a three-meter fence. On October 22, 1993, several members of the group, led by a certain Bachurin, captured Brother Khatuyev and two random witnesses and took them to a rented garage in advance. The victims managed to escape. On October 26, a bandit Shmulovich , connected with Chechens, was killed in the restaurant " Bay of America ", Vytirailov's favorite restaurant. A week later, a Chechen Magomadov was accidentally killed there in the bathhouse No. 5 of the city of Nakhodka [1] .

On October 29, 1993, mass arrests of members of the group were made, including Veps was arrested, but after some time they were all released [1] .

Soon, in one of the neighborhoods of Nakhodka, the bandits again launched an attack on the Chechens. In front of hundreds of residents of the surrounding houses, they surrounded a car with three Caucasians and captured them. After that, they took the Caucasians out of the city, killed them and buried them. Under such pressure, the Chechens were forced to retreat [2] .

For several months in 1994, the Vytirailov group actually controlled the life of Nakhodka.

Arrests, investigation and trial

To stop the activities of the group, the intervention of the prosecutor’s office of the Primorsky Territory and the General Prosecutor’s Office of Russia was required. Mass arrests took place on the night of March 27-28, 1994 , but Vytirailov and a number of his accomplices fled from justice. The trial of those arrested ended in 1999 [4] . 22 members of the group were sentenced to various terms of imprisonment of up to 15 years, for a total of 170 years.

The fate of some members of the group

In 2001, Andrei Vytirailov unexpectedly for all himself appeared to the Office of the Federal Security Service for the Primorsky Territory. He probably hoped that in connection with the events in the Caucasus and amid sharp antipathy towards the Chechens, he would be able to avoid severe punishment. In February 2003, a court sentenced Vytirailov to 9 years in prison. The parties did not appeal the verdict [3] . In 2010, the former leader of the organized crime group was freed and engaged in entrepreneurial activity [5] .

On October 29, 2002, the head of the Nakhodka branch of the SPS Viktor Aksinin, associated with the Veps group, was killed by an unknown killer with a shot in the head at the door of his own apartment. The murder remained unsolved [6] .
