Physical-geographical characteristic
Geographical position
North Kazakhstan region is located in the north of Kazakhstan, occupies the southern edge of the West Siberian Plain and part of the Kazakh Hills (Sary-Arka) . It borders in the north with the Kurgan , Tyumen and Omsk regions of Russia, in the south-east with the Pavlodar region , in the south with the Akmola region , in the west with the Kostanay region . The entire territory of the region is located in the UTC + 6 time zone.
The territory of the region is equal to 97,993 km ² and makes up 3.6% of the territory of Kazakhstan. The distance in a straight line between the extreme points in the north-south direction is 375 km, and west-east is 602 km [4] . The coordinates of the northernmost point - 55 ° 26 '. sh. and 68 ° 59 'in. d., southernmost point - 52 ° 13 's. sh. and 67 ° c. d., extreme western point - 54 ° c. sh. and 65 ° 57 '. d., extreme eastern point - 52 ° 50 's. sh. and 74 ° 02 'in. e. [4]
In the south, the Zhaksy-Zhalgyztau mountain (748 m) is located - the highest point of the region [1] , the lowest point is Lake Teke (28 m) located in the east of the region.
Climate
The climate of the region is sharply continental . Winter is cold and long, summer is relatively hot, with a predominance of clear, often arid weather. The average January temperature is -18.6 ° C, July +19.0 ° C. The lowest air temperatures are around −48 ° C ( Bulaevo Station, 1968), the highest around +41 ° C ( Sergeevka , 2014). The duration of the period with average daily temperatures above 0 ° C averages 125 days. The average date of temperature transition through 0 ° C is April 10-15, through +5 ° C - April 22-25 [5] .
The length of the day during the year varies from 7 to 17 hours. Up to 78 cloudless days are observed in the northern regions of the region per year, and up to 41 in the southern regions. The duration of sunshine per year is 1,900–2,000 hours. The total solar radiation averages 95 kcal / cm² per year, of which 65 kcal is direct radiation, 30 kcal is scattered radiation [5] .
The average annual precipitation is 350 mm, of which 80-85% will fall in the warm season (April-October). Snow cover is about 5 months - from November to March, by the end of winter has an average thickness of 25 cm [5] .
Hydrography
The rivers belong to the Ob basin. The territory of the region is almost in the meridional direction crossed by the valley of the Ishim river (with tributaries Imanburlyk and Akkanburlyk ), whose width varies from several kilometers in the south to 20-22 km in the north of the region.
On the territory of the region there are 3425 basins of existing and disappeared lakes. The largest of them are: Stiletteniz (777 km²), Teke (265 km²), Shagalalyteniz (240 km²), Kishi-Karaoy (102 km²). An area of up to 30-50 km² and more has hollows of such lakes as Siverga, Mengiser , Stanovoye , Bolshoy Tarangul (Tarankol). Lakes and lake basins with an area of about 1 km² dominate quantitatively. The greatest depths are the lakes of the Kokshetau Upland: Shalkar - 15 m, Zhaksy-Zhalgyztau - 14.5 m, Imantau - 10 m; lakes with depths of less than 3-5 m prevail. On the Ishim River in the region there is a Sergeyevskoye reservoir with an area of about 117 km².
The Bulaevsky water pipeline with a length of 1,694 km was laid on the territory of the region, providing water to settlements and used for irrigation of agricultural land.
Nature
North Kazakhstan region is located within the forest-steppe and steppe zones. In the forest-steppe they distinguish the southern forest-steppe and the prickly forest-steppe. The southern forest-steppe occupies the north of the region and is represented by a combination of birch and aspen - birch forests on gray forest soils and solods with forb-grass meadow steppes on leached chernozem and meadow-chernozem soils, sedge marshes, sometimes willow thickets grow. Column forest-steppe occupies most of the North-Kazakhstan region. Aspen-birch pegs form sparse forest massifs on solods. Forbred and feather grass steppes on ordinary chernozems , mostly plowed, predominate. The forested area is about 8% of the territory, the forests are mostly birch.
History
It was formed from the northern regions of the Karaganda region and the Karkaraly district by a resolution of the All - Russian Central Executive Committee dated July 29, 1936.
By the decree of the Presidium of the Armed Forces of the USSR of October 14, 1939, 11 southern districts of the region withdrew to the newly formed Akmola region .
Awarded the Order of Lenin on October 28, 1966.
As a result of the administrative-territorial reform of 1997, a number of districts of the abolished Kokchetav oblast were included in the structure of the North Kazakhstan region (modern Ayyrtau (RTs - Saumalkol village - former Volodarskoye), Akzharsky (RTs - Talshik ), Gabit Musrepova District (RTs - Novoishimskoye village), Tayinshinsky (RTs - Taiynsha town - formerly Krasnoarmeysk) and Ualihanovskiy districts (RTs - Kishkenekol village - former Kzyltu) with a large proportion of the Kazakh population . In the North-Kazakhstan region in the old borders (up to 19 97) included modern districts: Akkayinsky district (rts - village Smirnovo ), Esilsky (rts - village Yavlenka ), Zhambylsky (rts - village Presnovka ), district Magzhana Zhumabaeva (rts - city Bulaevo ), Kyzylzharsky (rts - village Bishkul ) Mamlyutsky (RTs - Mamlyutk town), Timiryazevsky (RTs - Timiryazevo village), Shal Akyn district (RTs - Sergeevka town), in which the Russian-speaking population predominantly and currently lives [6] [7] .

Population
North Kazakhstan region has a steady decline in population, since 1989 its population has decreased by almost 40%. This region has the largest percentage of Russian and the smallest percentage of the Kazakh population in the country.

After gaining independence of Kazakhstan, there were changes in the share of Kazakhs in the districts of the region, which led to the fact that in 4 districts out of 13 Kazakhs constitute a relative majority, and in 2 absolute.
Transportation
The length of roads in the region is about 9 thousand kilometers, including 1,468 kilometers of republican and 2,437 kilometers of regional significance. From 51 to 56% of roads in the region is in disrepair [16] [17] . A third of the bridges is in emergency condition [17] .

In the North Kazakhstan region there are 5 cities: Petropavlovsk, Taiynsha, Bulaevo, Mamlyutk and Sergeevka.
Of these, with a population above 10 thousand people: Petropavlovsk (208,362 people. (2014)), Tayinsha (11,627 people (2013)). The remaining cities have a population below 10 thousand people.
