Antoine Louis Rouillet was born in Paris in the family of the French diplomat Pierre Rouillet.
Appointed by the Minister of the Sea instead of the Earl of Morep , who was dismissed in 1749, Antoine Louis Rouillet drew up a plan of work for the restoration of the decayed French fleet within 10 years; he encouraged trade with the Levant, facilitated the establishment of factories, and founded a naval school in Brest .
The enterprise of Antoine Louis Ruyet alarmed England ; taking advantage of the misunderstandings in determining the borders in America , the British declared war on France. As Minister of Foreign Affairs, Antoine Louis Rouillet, in 1756 , signed an allied treaty concluded between Louis XV and Maria Theresa .
In 1757, Antoine Louis Ruyet took over as chief quartermaster of the post.
