Biography
Ivan Lobanov graduated from the Volga Academy of Public Service with a degree in management qualification as a manager-economist and the Russian Academy of Public Service under the President of the Russian Federation ( RANEPA ) with a degree in law (lawyer qualifications).
Lobanov worked in the government office of the Saratov region and the office of the Fatherland-All Russia faction (later the Fatherland-United Russia faction and then the United Russia faction) in the State Duma of the Federal Assembly of the Russian Federation, first deputy general director of Saratovoblgas OJSC , head of the executive committee of the Saratov regional branch of the party "United Russia". He was the executive director of the All-Russian public organization " Union of Pensioners of Russia ". He was elected deputy of the Saratov City Duma .
Member of the Presidium of the General Council of the Party "United Russia".
Since December 2, 2007, Ivan Lobanov has been a member of the fifth State Duma of the Russian Federation as part of the federal list of candidates nominated by the United Russia party. He was a member of the United Russia faction, the State Duma Security Committee, the State Duma Commission on Anti-Corruption Enforcement. Deputy Chairman of the State Duma Committee on Civil, Criminal, Arbitration and Procedural Legislation.
