Registrar (also registrar ) - a professional participant in the securities market , carrying out activities to maintain a register of owners of registered securities on the basis of an agreement with the issuer . The registrar's activity in maintaining the registry is exclusive and is subject to a license issued by the Central Bank of the Russian Federation (until the abolition of September 1, 2013 - the Bank of Russia Financial Markets Service [1] ). Until October 2014, the register of owners of registered securities could be maintained by the issuer independently if the number of shareholders of the issuer did not exceed 50 [2] . Since October 1, 2014, a ban has been established on independent maintenance of the register of shareholders by issuers [3] .
The registrar collects, stores and transfers documents and information about personal accounts of registered persons . On behalf of the registrar and under an agreement with him, the functions for receiving and transmitting information and documents necessary for performing operations in the registry from registered persons to the registrar and vice versa can be performed by a legal entity authorized by the registrar - transfer agent .
Registrars are required to be a member of the SRO of professional participants in the securities market. These SROs are the National Stock Association (NFA) and the Professional Association of Registrars, Transfer Agents and Depositories (PARTAD). The registrar must be a member of at least one SRO.
