History
The city of Cape Town became self-governing as early as 1839, when the government of the Cape Colony issued a decree on this. Under the authority of the city government then only the central part of Cape Town, known as the "City Cup", fell. As the city grew, the suburbs became new municipalities, and in 1902 there were 10 different municipalities on the Cape Peninsula . In the 20th century, some municipalities merged with each other or with the municipality of Cape Town, but in 1994, when the apartheid regime was dismantled, there were still several different municipalities.
As part of the reforms that began after 1994, the city government made a total reorganization of the municipal system, and in 1996 the Cape Town district was redistributed between six municipalities: Cape Town Center, Tigerberg, Southern Peninsula, Blauberg, Ostenberg and Helderberg, and to control the entire city territory city administration established. During the local elections of 2000, all of these structures were merged into a single urban district of Cape Town .
Administration
Cape Town is governed by a 210-member city council that elects a mayor. The mayor, in turn, appoints a mayor committee of 11 people. The urban district is divided into 105 constituencies; from each district, one representative is elected to the city council, the remaining 105 go through party lists.
After the merger of six municipalities into an urban district, it was divided into 16 sub-councils, later the number of sub-councils increased to 23. Each sub-council consists of approximately the same number of constituencies geographically close to each other, and is headed by the chairman of the sub-council, elected by a majority of votes in the sub-council.
