Construction History
Before the revolution of 1917, on the site of the future building of the City Council there was a two-story New Gostiny Dvor, built at the end of the 19th century . After 1917, the local history departments of the regional museum were located in this building: animate and inanimate nature, archeology, ethnography and the Ural industry. In 1930, the building began to be built up and as a result of its first reconstruction, a five-story building of the Sverdlovsk City Council was erected. The reconstructed building was decorated in the style of constructivism . In addition to various city organizations, Partizdat and shops were located in it [3] .
In 1947, a radical reconstruction of the building began: it was decorated with columns , and the basement was faced with granite . The building of the City Council received its modern appearance only in 1954 : a tower with a spire and a clock [3] was built on it (the spire is 61 m high, the spire is crowned with a five-pointed red star illuminated from the inside at night), making it the architectural dominant of the whole center cities.
Architectural Features
The building was decided in a large order with sculptural endings of columns and pilasters. The entrance to the arched niche is decorated with a monumental panel made in the sgraffito technique on the theme “Salute of Victory”. A tower with a spire rises above the entrance in the central part of the building. The architecture of the building is solemn, the major color of the walls, expressive forms, large scale create the image of one of the leading administrative buildings of the city. In the architectural composition of the City Council building, the urban tradition of the factory city is supported: in the rectangular planning grid of the city, divided into two parts by a pond and a river, once the highest structures were located on the main highway to both sides of the dam [4] .
