Aleksei Gennadievich Komissarov (born October 20, 1969 , Moscow , Russia ) is a Russian entrepreneur, vice-rector of the Presidential Academy of RANEPA and director of the Higher School of Public Administration at the RANEPA, general director of ANO “ Russia - Country of Opportunities ”, ex-minister of the Moscow Government .

Education

In 1986 he graduated from School No. 875 in Moscow.

From 1986 to 1994 he studied at the Moscow Automobile and Road Institute with a degree in Automotive Maintenance and Repair.

In 2003, he received an MBA from Kingston University ( UK ) [1] .

In 2009-2010, he studied at the Institute of Directors (IOD) in London under the Chartered Director program [2] [3] .

Biography

1988 to 1990 served in the Soviet Army .

1993 - founded the company "Car Repair Systems" [4] , specializing in the computer selection of car paint.

2008 - Laureate of the project “Personnel reserve - Professional team of the country”, and was included in the reserve of managerial personnel of the project from Moscow [5] .

2009 - teaches entrepreneurship at the joint MBA program of Kingston University and the Academy of National Economy under the Government of the Russian Federation .

2010 - built the Tver paint and varnish factory [6] . Currently, the group of companies has an annual turnover of more than 1 billion rubles [7] .

May 2010 - founded (together with Vladimir Mau ) and headed the business incubator of the InCube Academy of National Economy [8] [9] [10]. He is a member of the Association of Independent Directors (IDA) and the National Commonwealth of Business Angels (SBAR) [11] . He was an active “business angel”, invested in at least ten startups [12] .

November 25, 2010 - the winner of the Russian stage of the international contest "Entrepreneur of the Year 2010", held by Ernst & Young , in the nomination "Industrial Production" [13] [14] .

February 7, 2011 - appointed to the post of head of the Department of Support and Development of Small and Medium Enterprises in Moscow [15] .

2011, June - The Department of Support and Development of Small and Medium Enterprises is merged with the Department of Science and Industrial Policy. Alexey Komissarov [16] [17] , was appointed head of the joint Department of Science, Industrial Policy and Entrepreneurship of the city of Moscow .

2012, - participation in the development of the draft law "On Scientific, Technical and Innovative Activities in the City of Moscow". On June 6, the Moscow City Duma adopted this law, which establishes forms of state support for subjects of scientific, technical and innovative activity [18] [19] [20] , contributes to the creation of a system of technoparks and technopolises .

2013, September 17 - appointed Minister of the Government of Moscow [21] [22] [23] .

2013, - received an honorary doctorate from Kingston University ( UK ) for his outstanding contribution to the development of the entrepreneurial movement.

2014, September - Advisor to the Mayor of Moscow [24] . Sergei Sobyanin (resigned as head of the Department of Science, Industrial Policy and Entrepreneurship in Moscow)

2015, March - appointed head of the Department of Entrepreneurship Leadership named after Dmitry Zimin of the Moscow School of Management Skolkovo [25] [26] . Criticism

In 2011 he defended his thesis on "Development of entrepreneurship in an innovative economy" at the Russian Presidential Academy of National Economy and Public Administration (RANEPA). In 2013, borrowings that were not properly executed were discovered in the dissertation, as a result of which Komissarov refused a scientific degree [42] [43] . On December 2, Komissarov wrote a statement to the Higher Attestation Commission (HAC) asking him to allow him to re-write his dissertation with public defense. Members of the public welcomed this decision with approval [44] [45] .

In 2014, State Duma deputy from the Communist Party faction Vladimir Rodin sent a request to the US prosecutor about the availability of real estate of Moscow Government Minister Alexei Komissarov in Orlando, as well as whether he has anything to do with KOMASYA INC. The allegations turned out to be untenable. The press service of the Department of Science, Industrial Policy and Entrepreneurship of the city of Moscow denied the accusations against the minister, saying that it was a different person: “Real estate in Florida is in the possession of the namesake and namesake Alexei Komissarov, and the Minister of Government of Moscow had nothing to do with it and does not have. These are two different people, they have different middle names, dates of birth, which was shown by the results of the prosecutor’s check ” [46] .

Hobbies

Candidate Master of Sports in Road Racing Motorcycle Racing. The Powersports team (Alexander Kuznetsov and Aleksey Komissarov) took first place in the Endurance Cup of Russia in 2008 [47] .

In March 2015, he took part in one of the 20 most extreme races in the world - the Baikal ice marathon (42 km along the Baikal ice from one coast to another) [48] ; took second place in his age category [49] .

Likes diving. He is fond of photography, swimming, pentathlon, triathlon [50] , skiing, boxing.
