The UNESCO General Conference defines the main direction of the organization . It is held every two years and takes the organization’s program and budget for the next cycle. Every four years, the general conference elects members of the executive board and appoints the director general of the secretariat [1] . The General Conference also adopts a medium-term plan for a six-year period [2] . The leadership is provided by the president of the conference, who is selected for each convocation.
Each state, which is a member of UNESCO, is represented in the work of the general conference and has one vote [1] , but recently the decisions of the general conference are adopted by consensus [2] . In addition, non-members of UNESCO , various intergovernmental and non-governmental organizations , foundations are invited as observers [1] . The number of participants in the conference, thus, increases significantly and can reach three thousand [2] .
For the entire existence of the organization, four extraordinary sessions of the general conference took place [2] .
