National Research University ( NRU ) - a category assigned on a competitive basis to universities of the Russian Federation . Out of competition, by decree of the President of the Russian Federation, this status was assigned to the first two universities: MEPhI (National Research Nuclear University) and MISiS (National Research Technological University). Status is set for a period of 10 years.
Content
History
The project of national research universities was launched on October 7, 2008 by a decree of the President of the Russian Federation “On the implementation of a pilot project to create national research universities” [1] . In the same decree, two universities were assigned non-competition status: MEPhI (National Research Nuclear University) and MISiS (National Research Technological University).
On July 13, 2009, the Government of the Russian Federation issued a decree on holding an open competition among universities of the Russian Federation for obtaining the status of NRU [2] , and on July 31 the competition was officially announced [3] . 110 applications were submitted, of which at first 28 finalists were determined [4] , of which, by voting on the members of the competition committee, on October 17, 12 winning universities that received status [5] were determined.
On February 5, 2010, an order was issued to hold the second competition [6] . 128 applications were accepted for this competition, of which 32 were selected for the final. After discussion and voting by the competition committee on April 26, 2010, 15 more universities received the status of NRU [7] [8] , the corresponding list was approved by the government on May 20, 2010.
Competition
The aim of the competition was the selection of universities that could not only organize an effective learning process, but also carry out its integration with scientific research conducted at the same university.
The competition is held by the Government and the Ministry of Education and Science of the Russian Federation . In order for the university to receive the status of a national research, it must meet certain requirements. According to the competitive commission, during the competitive selection, factors such as the current state and dynamics of the university’s development, its personnel potential, the infrastructure of the educational process and research, the effectiveness of educational and scientific and innovative activities, evidence of international and national recognition, quality, and validity were taken into account and the expected performance of the program presented [7] .
Deprivation
It is assumed that universities should regularly report on the implementation of the national research university program. If the course of the program execution is deemed ineffective, the status may be revoked [9] .
