The demographic problem of Kashiwa, like all of Japan , is the aging of the population . To facilitate the life of the elderly population in the city, a pilot project is being implemented, connected with the construction of a microdistrict intended for living in this category of population. Along with residential buildings, there are facilities in this urban area that allow medical, social and other types of assistance to be provided to elderly residents of the district. This project is designed not only to improve living conditions, but also to reduce the costs associated with serving the elderly, since most of the necessary services are in close proximity to their target group and simple medical care will be available without contacting traditional health facilities [3] .

Environmental Issues

Despite the territorial remoteness, the city experienced the effects of the consequences of the accident at the Fukushima-1 nuclear power plant . The level of radiation in soil samples from the city exceeded the permissible level by 164 times, amounting to 57.5 microsievert per hour (with 0.35 set). Some doubts about the involvement of increased radiation to this accident were caused by the fact that the samples were taken from a depth of 30 cm, however, the analysis showed the presence of radioactive cesium in the samples, which was the main radioactive element that entered the environment from the station [4] .
