Career
The son of Rear Admiral Vasily Afanasevich Dmitriev-Mamonov and his wife, nee Grushetskaya [1] . Until 1787 he lived in the province, in 1777–78 he headed the Smolensk governorate. He used the patronage of his distant proprietor G. A. Potemkin .
The take-off of Dmitriev-Mamonov’s career took place in 1787, after his son Alexander got into the case, that is, Catherine II liked him. In the same year, Matvey Vasilievich was appointed senator, promoted to Privy Councilor and received the Order of St. Alexander Nevsky . From the treasury he was allocated 80 thousand to pay debts, which allowed him to acquire a three-story Moscow mansion, which gave the name to Mamonov Lane (now it is the Moscow Eye Hospital ).
As the chief director of the land registry office, surveyors and archives, Matvey Vasilievich, at the end of the reign of Empress Catherine II , was instructed by the Senate to take charge of streamlining office work, as there were many omissions and illegal concessions on the basis of bribery in this office work.
At the end of 1796, Matvey Vasilievich drew up a report to the sovereign, which was signed on December 7 of that year and was given to the Senate for its immediate implementation. This report concerned, firstly, two boundary offices in the Pskov and Vologda provinces , where all work was already completed and employees were left without classes; and, secondly, improving the life of full-time officials and doctors under the Office of the Border Survey by increasing salaries and supporting the Konstantinovsky land surveying school .
In May 1797 , according to his report, an amount of money was added to maintain the Moscow Catherine Hospital, which materially left much to be desired. In January 1797, Matvey Vasilievich was promoted to acting under secret adviser . On February 8, 1798 , according to a petition submitted by him to the Highest Name, he was dismissed from the main management of the boundary office.
On March 23, 1805, Matvey Vasilievich, together with Prince Vasily of Siberia , Prince Gorchakov, Myasoedov and Neledinsky-Meletsky, transferred to the Supreme discretion the opinion of the Senate in the case of the Kaluga governor D. A. Lopukhin , in which, together with the others, he considered Lopukhin to be right and innocently slandered.
