Talgat Lutfullovich Rakhmanov ( June 15, 1920 - August 24, 2010 ) was a Soviet party leader. First Secretary of the Ilyshevsky District Party Committee ( 1962 - 1987 ), Hero of Socialist Labor .

Biography
Born in a large peasant family in the village of Abdulla Mancharovsky village council of Ilishevsky district of Bashkiria on June 15, 1920 .
His father, Lutfullah-agay, served in the tsarist army, participated in the civil war , and along with his fellow villagers established a new collective farm life. Lutfullah tried to teach his five children to independence, the ability to work honestly in his native land.
He was a border guard in the Far East. After the war, he worked as a journalist, a business executive, and a Soviet worker. Having worked for several years in party positions, Talgat Rakhmanov in 1965 became the first secretary of the Ilishevsky district committee of the CPSU. For twenty-two years he worked in this post, doing his best to improve the welfare of people from Vyshevo, develop industry and agriculture, and build new, modern housing.
He retired in 1987 . The following years he did not leave the district center, lived in his house, worked in the garden. He died on August 24, 2010. [one]
Member of the CPSU . Delegate XXIII-XXVII CPSU Congresses. Deputy of the Supreme Soviet of the RSFSR of the IX-XI convocations. [2] . Deputy of the Supreme Council of the Bashkir ASS, 5 , 6 , 7 , 8 convocations.
Awards and titles
- Hero of Socialist Labor ( 1966 , for high results in All-Union Socialist competition and the achievements of the region in 1961-1965).
- He was awarded three Orders of Lenin, Orders of the October Revolution ( 1971 ), the Red Banner of Labor ( 1981 ), World War II ( 1968 ), medals of the USSR (among them, “For Victory Over Japan”, “For Victory Over Germany”), three silver and two gold medals VDNH ( 1965 , 1966 , 1984 , 1963 , 1967 ).

- Excellence in Public Education of the RSFSR.
- Honorary border guard of the USSR.
- Honorary Citizen of the Ilishevsky District ( 2005 ).
