Albanian by nationality, received an excellent education, knew Arabic, French, Italian and Greek. In 1867 he entered the civil service, in 1889 he was appointed to Konya as governor ( wali ). On January 15, 1903, Sultan Abdul-Hamid II appointed Ferid Pasha the Great Vizier. He stayed in this post until July 22, 1908 .
The activities of Ferid Pasha in this post were constantly criticized, he was accused of ties with the organization " Unity and Progress ." His proposals to the Sultan to introduce constitutional rule in the country served as the reason for his removal from office. After resigning from the post of Great Vizier, for some time he served as governor of Izmir .
