Service passport of a citizen of the Russian Federation

An official passport of a citizen of the Russian Federation is one of the main documents proving the identity of a citizen of the Russian Federation , according to which citizens of Russia enter and exit Russia.

The service passport is the property of Russia and after the expiration of a business trip outside the territory of Russia is subject to return to the organization that sent the Russian citizen on a business trip. It is issued for a period of not more than five years [1] .

Categories of citizens who are issued an official passport

In accordance with the third and fourth parts of Article 12 of the Federal Law of August 15, 1996 No. 114-ФЗ (as amended on December 30, 2012) “On the Procedure for Departure from the Russian Federation and Entry into the Russian Federation”, by the federal executive body in charge of foreign affairs ( Ministry of Foreign Affairs ), official passport is issued:

  • To civil servants who fill the posts of the federal state civil service, the posts of the state civil service of the constituent entities of the Russian Federation, and the employees accompanying them on a business trip outside the territory of the Russian Federation:
    • administrative and technical services and special services:
      • Administration of the President of the Russian Federation
      • Staff of the Council of the Federation of the Federal Assembly of the Russian Federation
      • The apparatus of the State Duma of the Federal Assembly of the Russian Federation
      • Office of the Government of the Russian Federation
      • apparatus of the Constitutional Court
      • apparatus of the Supreme Court
    • employees of state corporations
    • an employee of the Central Bank of the Russian Federation (Bank of Russia)
    • to citizens of the Russian Federation - military personnel serving in the military outside the territory of the Russian Federation
    • full-time employees of the administrative and technical services of diplomatic missions and consular offices of the Russian Federation outside the territory of the Russian Federation, as well as administrative and technical services of official representations of the Russian Federation or official representations of the Russian Federation at international organizations outside the territory of the Russian Federation
    • family members (spouse or spouse), minor children, disabled adult children) of a citizen of the Russian Federation who have been issued a service passport may also be issued a service passport if the duration of the business trip outside the territory of the Russian Federation exceeds one year [1] .

Visa-free negotiations with the EU

The desire of the Russian authorities to obtain an unlimited visa-free stay in the EU for service passport holders was the main reason for preventing the conclusion of an agreement between the Russian Federation and the EU on simplifying the visa regime for individual citizens. Brussels doubts that in Russia service passports are issued and used in strict accordance with the rules and note an excessive number of such passports in our country (according to official data, about 15 thousand valid passports of this category in 140 million Russia versus 20 thousand in the half-billion EU ) In addition, the EU wanted to abolish the visa regime for students, scientists, representatives of NGOs, journalists and businessmen. It is these people, as the EU believes, that play a crucial role in strengthening ties between peoples. “First of all, we hoped to make life easier for ordinary citizens, not for officials and deputies,” an EU source explained.
