Poikans, Ilmar

Ilmar Poikans was born on November 4, 1978. He studied at the Riga Commercial School. Then he graduated from the Computer Science Department of the Faculty of Physics and Mathematics of the University of Latvia . ^[3] Then he worked at the Riga Stock Exchange. Poikans also worked for several years in London at Exigen Services . ^[4] Ilmar Poikans is a researcher in the laboratory of artificial intelligence at the Institute of Mathematics and Computer Science of the University of Latvia.

In May 2010, Poikansa was detained by the Latvian state police. On May 13, Poikans admitted that he is a "Neo hacker." Later, the Latvian journalist Imant Liepins announced the creation of his own 4ATA, on behalf of which he published incriminating materials about the events of the early 90s of the last century, when an official of the Ministry of Defense facilitated the supply of weapons to Somalia , bypassing UN sanctions.

The investigation revealed that since 1992, Janis Dibranchs , who was then the head of the weapons department of the Ministry of Defense and was responsible for supplying arms to curry favor with his superiors, entered into a criminal conspiracy with employees of the Polish company Cenrex and based on fake documents weapons supply agreement. Based on this agreement, the Polish company received permission to sell goods outside Poland , supposedly to Latvia . Although in fact the goods were sent to those countries into which the import of weapons was prohibited by relevant UN resolutions. Special documents were also attached to the contract, obliging the Latvian Ministry of Defense to purchase weapons from Cenrex in the amount of $ 1,964,300 ... 4ATA claims that some of the arms buyers were Somali militants who, in the 92nd year, were at war with the American infantry who landed in Somalia as part of a peacekeeping operation. The Latvian prosecutor's office on this fact opened a criminal case. ^[14]

On February 14, 2010, about 120 gigabytes of data (7.4 million documents) were stolen from the database of the State Revenue Service of Latvia (SRS). Latvian society considers 4ATA national heroes. 4ATA publishes data on high salaries of officials, while the Latvian state is in economic stagnation, and unemployment in the country exceeds 20%. Latvian experts ^[16] note that 4ATA will be able to exert pressure on voters in parliamentary elections in the fall of 2010.
