Biography
Ilmar Poikans was born on November 4, 1978. He studied at the Riga Commercial School. Then he graduated from the Computer Science Department of the Faculty of Physics and Mathematics of the University of Latvia . [3] Then he worked at the Riga Stock Exchange. Poikans also worked for several years in London at Exigen Services . [4] Ilmar Poikans is a researcher in the laboratory of artificial intelligence at the Institute of Mathematics and Computer Science of the University of Latvia.
| It is worth emphasizing the fact that Krikis worked for seven years - from 1999 - in Exigen Latvia - in the sister company Exigen Services Latvia, which was engaged in the development of an electronic declaration system for SRS, from which NEO obtained salary information. However, the company claims that Cricis had no connection with the project. But another person is closely connected with the electronic declaration system - Deputy Head of the SRS Informatics Department Juris Stumps, who studied with Pocaines at the Physics and Mathematics University. Stumps himself claims that Poikansa does not remember [5] |
In May 2010, Poikansa was detained by the Latvian state police. On May 13, Poikans admitted that he is a "Neo hacker." Poikans defended the well-known in connection with the loss of money from his bureau and later became a lawyer Alexei Loskutov (previously headed the Anti-Corruption and Prevention Bureau) [6] [7] . In June 2014 he was acquitted by a Latvian court [8] .
4ATA
4ATA (People’s Army of the Fourth Atmoda [9] , Latvian. Ceturtās atmodas tautas armija ) - a group of computer crackers invented by Ilmar Poikans. According to one version, Ilmars Poikans acted on behalf of 4ATA.
Both the press representatives from the Baltic states , the world media and bloggers write about the publication of official data of the 4ATAth and about salaries in state institutions of Latvia and about the scandal raised around this scandal. [ten]
Excerpts from world media:
... (a group of activists) terrified the Latvian political associations ...
" The Times "
The incident was a shame for politicians and other public figures, whose income and wealth are often many times higher than the average state level
Sydney Morning Herald
British scientists have proven that 4ATA is based in the UK . [eleven]
Neo
Neo was originally a representative of 4ATA, all public contacts took place through Neo. After the capture of Poikans, it was with Neo that they began to personify Poikans.
Publish Data
The data was first published on the social network Twitter . [12] On behalf of Neo, the payroll published data on the salaries of the Latvian state police, employees of the Riga municipal enterprise Rigas Satiksme (Riga Communication), which is responsible for public transport in the city, Latvenergo enterprises, 43 structures of the Ministry of the Interior, the Finance and Capital Market Commission , SJSC Latvijas Autoceļu uzturētājs, Traffic Safety Directorate, SJSC Riga International Airport and SJSC Latvijas Gaisa Satiksme, Parex Bank, Bank of Latvia and Rigas Siltums , which provides heat to the city. Business executives have confirmed that the data published by Neo is authentic. [13] .
Later, the Latvian journalist Imant Liepins announced the creation of his own 4ATA, on behalf of which he published incriminating materials about the events of the early 90s of the last century, when an official of the Ministry of Defense facilitated the supply of weapons to Somalia , bypassing UN sanctions.
The investigation revealed that since 1992, Janis Dibranchs , who was then the head of the weapons department of the Ministry of Defense and was responsible for supplying arms to curry favor with his superiors, entered into a criminal conspiracy with employees of the Polish company Cenrex and based on fake documents weapons supply agreement. Based on this agreement, the Polish company received permission to sell goods outside Poland , supposedly to Latvia . Although in fact the goods were sent to those countries into which the import of weapons was prohibited by relevant UN resolutions. Special documents were also attached to the contract, obliging the Latvian Ministry of Defense to purchase weapons from Cenrex in the amount of $ 1,964,300 ... On the signed documents, Dibranches put the official seal of the Ministry of Defense. Dibranches did not report the leadership of the Ministry of Defense on signing such papers.
Latvian newspaper "Hour"
4ATA claims that some of the arms buyers were Somali militants who, in the 92nd year, were at war with the American infantry who landed in Somalia as part of a peacekeeping operation. The Latvian prosecutor's office on this fact opened a criminal case. [14]
Hacking
On February 14, 2010, about 120 gigabytes of data (7.4 million documents) were stolen from the database of the State Revenue Service of Latvia (SRS). Information from the SRS on the finances of senior government officials, on individuals and enterprises. In total, Ilmar Poikans has a list of almost a thousand enterprises and organizations, including the State Inspectorate, the Diena Subscription Center, the Food and Veterinary Service, the Rimi distribution network, various municipalities, Aizkraukles banka , etc. [15] This is the largest data leak in all history of Latvia. According to 4ATA members, they learned about the possibility of data theft from one of the developers of the system, who said that the “hole” in the system was left at the direction of a senior tax officer. According to representatives of 4ATA, the "hole" was made brilliantly simple and all this time was "in front of everyone." It allowed any user to download documents without authorization, simply by specifying the address and document number. Representatives of the EDS (electronic data declaration system) deny that the "hole" was deliberately left. According to recent reports, the EDS security service simply forgot to turn on the security system.
Public Influence
Latvian society considers 4ATA national heroes. 4ATA publishes data on high salaries of officials, while the Latvian state is in economic stagnation, and unemployment in the country exceeds 20%. Latvian experts [16] note that 4ATA will be able to exert pressure on voters in parliamentary elections in the fall of 2010. In 2010, the non-profit organization 4ATA was established, the purpose of which is to analyze data and track lawlessness, while legal methods and publicly available information will be used [17] . The 4ATA organization denies communication with the organization of the same name. [18] Well-known Latvian journalist Lato Lapsa on the broadcast of Baltkom said he considers 4ATA to be cowards, since they publish only legitimate information. [19] After the arrest of Poikans and the admission that he is Neo, public opinion has not changed. Poikans became considered a national hero. [20] [21] [22] Joined the party - Who owns Latvia?
