Niye County ( Uygh . نىيە ناھىيىسى ) or Mingfeng County ( Chinese р , Pinyin : Mínfēng xiàn ) is the county of Khotan District, Xinjiang Uygur Autonomous Region of the PRC . The county authorities are located in the village of Niya .
