New city (Cheboksary)

According to the original plans, the New City was to become a separate municipality with a prospective population of up to 30 thousand people. In 2007, the “New City” became one of the winners of the Russian competition for the selection of experimental investment projects for the integrated development of territories for housing construction. The project should have been financed by Vneshtorgbank (VTB). To implement the project, an open joint-stock company, Privolzhskaya town-planning company, was created. It includes Rosstroy , VTB, as well as the government of Chuvashia. On an area of ​​221.4 hectares, it was planned to build 1.8 million m² of housing. In 2008, it was supposed to put into operation 100 thousand m² of housing, in 2009 and the next - 250 thousand m² each ^{[2] [3] [4]} .

Nevertheless, by the end of 2009 only 2 houses were commissioned (5 thousand m²), another 10 houses (about 31 thousand m²) were under construction. The implementation of the project turned out to be a big question, and against the general director of OJSC “Volga town-planning company” Vladimir Filatov, the UFB for Chuvashia opened a criminal case , provided for by Part 1 of Art. 201 of the Criminal Code ("abuse of authority of the head of a commercial organization, entailing serious consequences"). He was charged with misuse of more than 293.3 million rubles received by the credit line of VTB Bank. The company was headed by 38-year-old Yuri Nikolaev, who previously held the post of first deputy general director ^[5] . However, the catastrophic situation with the construction of the New City was no longer changed, and in June 2010 a bankruptcy procedure was initiated against the Volga town-planning company ^[6] .

The construction of the “New City”, already as an independent micro-district Cheboksary, was resumed only in 2012 by the efforts of three construction companies: “ISKO-Ch”, “Monolitstroy” and “Inkost” ^[6] . At the same time, a new project for planning the area developed by Design Institute Chuvashgrazhdanproekt OJSC ^[7] was adopted. ISKO-Ch and Monolitstroy companies resumed construction of 10 five-storey buildings that were under construction from the previous developer. dear ^[8] .

The layout of the microdistrict provides for 9-16-18-storey houses on the first line of the microdistrict along the Cheboksary-Novocheboksarsk highway. Next to the Volga, a decrease in the number of floors in the microdistrict is planned: from 9-storey houses to 5-7-storey in the central part and a low-rise house and cottages in the northern part of the New City. There are large shopping complexes, retail and office enterprises, a fire station, multifunctional centers, a hotel complex, high-rise office and administrative buildings, schools and pre-school institutions, catering establishments, pharmacies, post offices, shops, cafes, general practitioners and service enterprises. Much attention is paid to recreational areas ^{[7] [9] [10]}

Currently, more than 5,600 people live in the New Town. In 2017, kindergarten No. 205 Novograd was commissioned ^{[11] [12]} . In 2019, scheduled to open three more kindergartens ^[13] . In 2020, a school for 1600 pupils should be commissioned ^{[14] [15] [16] [17] [18]} .

At the moment, passenger service for residents of the area is implemented using bus route number 26, as well as route taxis number 33 and 65. In 2018, the reconstruction of the road network began, as a result of which a contact network will be built and a trolleybus line will be laid directly to the neighborhood ^[14] .

The district has a post office in Russia , a general practitioner’s office, a branch of a children's clinic, a private medical center ^[19] . There are several shops, a fitness center. In the spring of 2017 a wooden church was consecrated ^[20] .
