The flag of the municipality of the Lyubertsy municipal district of the Moscow region of the Russian Federation is a symbol of the municipal status, power and self-government of the Lyubertsy municipal region.

The flag was approved on July 29, 1998 by the decision of the Council of Deputies of the Lyubertsy district No. 104/13 [2] as the flag of the municipality "Lyubertsy district of the Moscow Region" and entered into the State Heraldry Register of the Russian Federation with the assignment of registration number 302.
September 27, 2012, by a decision of the Council of Deputies of the Lyubertsy Municipal District No. 179/29 [3] , this flag was approved by the flag of the municipality of the Lyubertsy Municipal District of the Moscow Region .
Description
“The flag of the municipality of the Lyubertsy municipal district of the Moscow Region is a rectangular two-sided blue cloth with a width to length ratio of 2: 3, on which is a scarlet red five-petalled flower, each leaf of which is a square with rounded corners, bordered in yellow. In the first (upper) square there is a yellow sun with 16 wavy rays; in the second square - a yellow hand holding a yellow dumbbell; in the third square is a yellow lyre; in the fourth square - a yellow spike surrounded by a dissolved gear; in the fifth square there is a yellow flame surrounded by a dissolved yellow laurel wreath. ”
On November 1, 2006, by decision of the Council of Deputies of the Lyubertsy Municipal District of the Moscow Region No. 120/15 [4] , the image of George the Victorious was added to the center of the coat of arms of the municipality. Despite the fact that the description and drawing of only the coat of arms were changed by this decision, the corresponding image of St. George the Victorious was also depicted on the flag.
Justification of Symbols
The blue color of the banner symbolizes a blue, cloudless, peaceful sky.
A scarlet (red) five-leaf with a gold border is a multi-valued symbol. Here it is used both as a symbol of flowering, and as a symbol of ancient Russia (a fairy tale about a scarlet flower), and as an ancient symbol denoting a person (a five-petal flower has symbolically denoted a person since ancient times). To enhance the paramount importance of just a person for the Lyubertsy region, an additional heraldic figure is introduced into each petal of the Pentecost, depicting and indicating the following:
in the first upper square there is a golden sun with wave-like rays, symbolizing a source of energy, and therefore a source of progress;
in the second square (to the left of the viewer) a golden hand holding a golden dumbbell - symbolizes the sportiness of citizens of the Lyubertsy district, which is clearly supported by the victories of Lyubertsy athletes at the championships of Russia, Europe, the world and the Olympic Games;
in the third square (to the right of the viewer), the golden lyre is a symbol of deep spirituality, reminiscent of the high achievements of the people in the field of culture and art;
in the fourth square (to the left of the viewer) a golden spike, followed by a half of the golden gear below. This symbol indicates the foundation on which the Lyubertsy district stands. Agricultural and industrial enterprises of the Lyubertsy district are well-known in the country and abroad, their activities form the basis for the development of the Lyubertsy district;
in the fifth square, a golden flame, followed by a dissolved golden laurel wreath. This symbol, like the previous one, is fundamental and denotes the memory of citizens of the Lyubertsy district about the Lyubertsy, who gave their lives for their homeland, made a great contribution to the development and formation of the Lyubertsy region.
