History and Celebration
On April 4, 2003 , in the capital of Ukraine, Kiev , the second president of Ukraine, L. D. Kuchma, signed Decree No. 291/2003, which annually requires June 23 to celebrate a new holiday in Ukraine - “Public Service Day”. In the presidential decree, in particular, it was said that the holiday was introduced taking into account the role of “ public service in the process of becoming Ukraine as a sovereign, independent, democratic, social, legal state ... ”.
The choice of date for holding this holiday was not accidental and was timed to coincide with the "Day of Public Service of the United Nations" , which was mentioned in the decree of L. Kuchma.
In the same 2003, the President of the country made a congratulatory address to the state officials of Ukraine:
“The professional holiday, which is celebrated for the first time this year, is one more evidence of the extremely important role played by central and local government bodies, the public service as a whole in the process of establishing a sovereign democratic Ukraine. Only with the effective work of the civil service institution and the comprehensive development of local self-government, is it possible to successfully implement the political reform that has begun in our country. I am convinced that your high professionalism and conscientious, dedicated work will contribute to this success. For each step you take, you are responsible to society, to your compatriots. Social and economic transformations, the achievement by our country of European standards of life, depend to a large extent on your work ... [1] "
This presidential quote testifies to what the supreme Ukrainian government would like to see from its subordinates and what aspects it is trying to draw their attention to. Traditionally, on the Day of Public Service, the country's leadership and senior officials of Ukraine congratulate civil servants on this professional holiday, and the most distinguished employees are awarded with government awards, prizes, souvenirs, government diplomas and thanks from the leadership.
“Public Service Day” is not a non-working day in Ukraine if, depending on the year, it does not fall on a day off.
