The district was created on April 1, 1974 under the Local Government Act 1972 , as a result of the merger of the old county of Dudley with the municipal districts of Holsowen and Stourbridge. At the same time, it becomes part of the metropolitan county of the West Midlands . The area has historically been part of the counties of Worcestershire and Staffordshire .
The council consists of 72 councilors representing 24 houses. After the local elections in 2008, there were 43 conservatives , 26 Labor , 2 liberal democrats .
Merry Hill Shopping Center is located in the area.
