Klimova, Natalya Borisovna

Natalya Borisovna Klimova (born 1944 ) is a Soviet and Russian doctor, former deputy director of the Federal Compulsory Medical Insurance Fund ( FFOMS ). Major General of the medical service in stock (discharged in stock in 2009). Convicted of corruption.

Biography

Natalya Klimova, after serving as the first deputy head of the military medical department of the FSB of Russia, worked as deputy director of the Federal Compulsory Medical Insurance Fund. She was the second female general in Russia and the only female general in the state security organs [2] [3] [4] [5] . In November 2006 she was arrested on suspicion of bribery and misuse of budget funds. In 2009, she was found guilty of repeatedly taking bribes and sentenced to nine years in prison [6] .

For the development of the peptide drug imunofan and its practical use in pathogenetic therapy, she was awarded the Russian Government Prize in the field of science and technology. [7]

Criminal process

On November 17, 2006, the FFOMS leadership was arrested, including Klimova herself. Klimov and several others were accused of receiving bribes in the amount of 27.7 million rubles. Klimova was also charged with giving a bribe of $ 1,500 to a former inspector of the Accounts Chamber . But the charge was dropped, as the lawyer proved that it was a gift. [8]

Judged by Natalia Klimova in the Moscow City Court with the participation of the jury in the case of "corruption of the former leadership of the Federal Compulsory Medical Insurance Fund". According to investigators, “since April 2005, the FFOMS management decided to use the situation with the drugs to take bribes from the management of territorial funds and pharmaceutical companies for the allocation of subventions from the normalized insurance stock and insurance reserve”.

 “The investigators found facts of bribes received by officials of the Compulsory Insurance Fund. Money was brought by the heads of territorial funds, as well as commercial and pharmaceutical structures that are involved in the supply of medicines and equipment [9] [10] ” 

In 2009, she was found guilty of repeatedly taking bribes and the court sentenced him to 9 years in prison with a sentence in a penal colony and with a fine of 1 million rubles and deprivation of the right to hold certain posts and engage in certain activities for 3 years. [11] In January 2010, the Supreme Court of the Russian Federation upheld the verdict. [12]
