OPM3

OPM3 (Organizational Project Management Maturity Model) is a standard for assessing the maturity of project management in organizations, issued in 2003 by the American Project Management Institute ( PMI ). The standard allows the company to identify problem areas in project management processes and determine a strategy for improving its activities.

Content

Purpose of OPM3

The main purpose of OPM3:

  • provide a standard for corporate project management that defines the main elements of the unitary enterprise in the organization at all levels - from individual projects and programs to the strategy and portfolio of projects;
  • serve as a tool for determining maturity in the field of PM, as well as developing concrete steps for the development of the organizational system of project management.

OPM3 Elements

OPM3 consists of three elements:

  • Knowledge of what project management in an organization is, how to determine the level of maturity of project management, and what are the best practices in UP;
  • Assessment of the current level of project management maturity;
  • Ways to improve project management processes to achieve a higher level of maturity.

The OPM3 standard includes:

  • Body of knowledge - a book describing the basic concepts and structure of the standard, the content of the model itself and the procedure for its use
  • The base of best practices is a database and tools presented in electronic form (online access via the Internet or on CD). The base is structured into three domains (project portfolio, program, project) and four levels of project formalization (processes are standardized, measured, managed, and optimized). In addition, the base of best practices includes the so-called OE (Organizational Enablers), which are necessary for the organization to support the processes and organizational structure of project management.

In practice, the use of OPM3 can significantly narrow the scope of development of project management of the organization and quickly achieve the effect of the development of project management.

Successful use of the OPM3 model depends on the size, complexity of the structure, and the initial level of maturity of the organization. The time required to complete an effective assessment will also be different for organizations, as it is affected by the number of people involved in the assessment process.
