Biography
Born in the village of Ermakovskaya, Tatsinsky district, Rostov region, in the family of a miner . The younger brother Victor (died tragically during the accident at the Sholokhovskaya mine in 1994) [2] .
He lived in the village of Sholokhovskoy, Belokalitvinsky District , where his parents worked at the Vostochnaya mine: father Yuri Ivanovich worked as a drifter, and mother Yekaterina Maksimovna worked as a lifting engineer. All the holidays I spent with my grandmother and grandfather in the village of Ermakovskaya.
Education
1974 - Sholokhov Secondary School No. 8.
He dreamed of being a pilot, tried to enter the Kharkov Aviation Institute , but did not pass on points. A year later he went to Moscow to enter the Moscow Aviation Institute , but by coincidence, he chose the Institute of Management [2] .
1980 - Moscow Institute of Management named after Sergo Ordzhonikidze , majoring in engineer-economist.
1997 - Russian Academy of Public Administration under the President of the Russian Federation .
In 1999, at the RAGS he defended his thesis for the degree of candidate of legal sciences on the topic "Legal Regulation of Local Self-Government: Theory and Practice" [3] .
In 2002, at the State University of Management, he defended his thesis for the degree of Doctor of Economic Sciences on the topic "Organizational Forms of Intensification of Economic Relations with a Change in the Model of Economic Development" [4] .

He began working in 1974 as a mechanic at the Sholokhovskaya mine after failure upon his first admission to a university.
1980 - 1983 - senior engineer, then head of the operation department of the Vidnovsky freight trucking enterprise.
Political and Management Career
1983-1986 - instructor of the industrial transport department of the Leninsky district committee of the Communist Party of the Soviet Union , organizer of the department of the Moscow regional committee of the CPSU, second secretary of the Leninsky district committee of the CPSU.
1986 - elected to the Vidnovsky City Council of People’s Deputies.
Since 1990 - Chairman of the City Council of People's Deputies of Vidnoye.
In November 1991, he was appointed head of the administration of the Leninsky district of the Moscow region .
In 1996, during the first election of the head of the district, he was elected head of the Leninsky district.
In March 1999, the chairman of the government (governor) of the Moscow region Anatoly Tyazhlov appointed Vasily Golubev as his first deputy - vice-governor of the Moscow region.
Since November 19, 1999, after the departure of Anatoly Tyazhlov on vacation in connection with the start of his election campaign for the post of governor of the Moscow Region, Vasily Golubev became the acting governor of the Moscow region.
On January 9, 2000, Boris Gromov was elected Governor of the Moscow Region in the second round of elections.
On April 19, 2000, after approval by the Moscow Regional Duma, Vasily Golubev was appointed first deputy prime minister in the government of the Moscow region .

Governor of the Rostov Region
In May 2010, the United Russia party was declared on the list of candidates for the post of governor of the Rostov Region [5] .
On May 15, 2010, the President of the Russian Federation submitted to the Legislative Assembly of the Rostov Region Golubev's candidacy to empower the Head of the Administration (Governor) of the Rostov Region [6] .
On May 21, his candidacy was approved by the Legislative Assembly [7] .
June 14, 2010 , on the day the termination of the powers of his predecessor V. Chub , Golubev took office as governor of the Rostov region.
In 2011, he ran for the sixth convocation of the State Duma of Russia from the Rostov Region [8] , was elected [9] , but later refused the mandate [10] .
January 22, 2015 announced his participation in the gubernatorial election .
On August 7, he was registered as a candidate for participation in the elections by the Rostov Regional Election Commission. Gained 78.2% of the vote with a total turnout of 48.51%. His closest rival from the Communist Party Nikolai Kolomeytsev scored 11.67%.
September 29, 2015 officially took office [11] .
Criticism
July 20 in Rostov-on-Don hosted the match of the championship of Russia “Rostov” - “Spartak” (2: 2). Spartak fans for a long time could not leave the stadium.
