Chinchikov, Alexander Alexandrovich

His scientific interests are problems of state theory. A. Chinchikov prepared and published about 100 scientific papers on problems of the theory of state and law, constitutional law, rhetoric, the history of the domestic state and law, human rights.

Biography

In 1979 he graduated from the Saratov Law Institute , in 1984 - graduate school of law faculty of Moscow State University. M.V. Lomonosov . And there, in 1985, under the scientific supervision of Professor VD Popkov, he defended his thesis “Law and Interests in a Socialist Society”. Ten years later, in 1995, at the Academy of the Ministry of Internal Affairs of Russia, he defended his doctoral dissertation, becoming at 37 the youngest doctor of legal sciences in the modern Russian Federation . In his dissertation, “State Integrity: Theoretical Issues,” he substantiated the cause and effect relationships of ensuring a single (integral) state and the consequences of its collapse (destruction). Since that time, among the "classical" signs of the state, one more has appeared - the integrity of the political power of a state-organized society . Since 1996, lives and works in the capital of the Chuvash Republic of Cheboksary, where he was an expert of the State Council of the Chechen Republic, took an active part in the preparation of the Constitution of the Chechen Republic. He held the post of first deputy head of the Cheboksary branch of the Law Institute of the Ministry of Internal Affairs of the Russian Federation, was simultaneously ( 1996 ) the first head of the department of criminal law disciplines of the Cheboksary Cooperative Institute of the Russian University of Cooperation. [4] , the head of the Department of Theory and History of State and Law of the Law Faculty of the Chelyabinsk State University named after I. N. Ulyanov, where he teaches the disciplines “Theory of State and Law”, “Problems of the Theory of State and Law”, “Forensic and Public Speaking”, etc. [ 1] At the invitation of the Deputy Chairman of the State Duma of the Russian Federation, he took part in a scientific conference dedicated to the 100th anniversary of the creation of the country's highest representative body.

According to the Decree of the President of the Chuvash Republic of November 12, 2002 No. 134-rp dated November 18, 2004 No. 155-rp (until January 1, 2009) he was on the reserve list of candidates for jurors of the Chuvash Republic from the Leninsky district of the city of Cheboksary. [5] On October 16, 2009, at the meeting of the scientific and practical conference “Legal Education in Russia: Experience and Prospects” at the Faculty of Law of the Chuvash State University named after I. N. Ulyanov, he noted that reforming the higher education system requires the teacher to leave the role of “simple interpreter of disciplinary knowledge and applicable law. ” “A modern teacher-lawyer is a person who is able to build the educational process on truly civil, legal, humanistic principles; skillfully using interdisciplinary connections in jurisprudence and social studies, owning legal rhetoric, psychology, etc. ” [6] .
