Yuri Vladimir Rubtsov (born February 21, 1957 , Kaliningrad , Moscow Region , USSR ) is the author of the coats of arms of three cities and five villages (rural settlements) of the Murmansk Region . The author of a number of newspaper and magazine articles on land heraldry of Russia (coats of arms of the Murmansk region, Yakutia , cities of the Arctic ). Full member of the All-Russian Heraldic Society [1] . Officer of the Navy [2] .

Biography
Yuri Rubtsov was born on February 21, 1957 in Kaliningrad, Moscow Region (current Korolev ) [2] . In 1980 he graduated from a special faculty (since 1988 he received an open name - the faculty of nuclear power plants) of the F.E.Dzerzhinsky Higher Naval Engineering School . From 1980 to 1996 he served in the units and ships of the Navy. Since 1987, he served in the Northern Fleet as an educational officer on the large anti-submarine ship Admiral Nakhimov [3] , the large anti-submarine ship Admiral Isachenkov, and in a separate regiment of the Northern Fleet's electronic warfare . During the years of service in the North, he began to study the heraldry and history of the Arctic . From 1991 to 1996, he was chairman of the heraldic society of Severomorsk and a member of the heraldic commission of the Northern Fleet, held this position until the end of service in the North [2] [4] . In 1993, he graduated with distinction from distance learning at the North-West Personnel Center at the Main Directorate for the Training of Civil Servants under the Government of the RSFSR, now the North-West Academy of Public Administration . Since 1996, he served in the Central Television and Radio Broadcasting Studio of the Ministry of Defense of the Russian Federation (Moscow) [5] . In 2004, he was transferred to the reserve. Captain 2nd rank (corresponds to lieutenant colonel). Veteran of the fighting. He was awarded 14 medals of the USSR and Russia, among them medals: For strengthening the military community , “For perfect service”, 2nd and 3rd degrees, “For service in the North Caucasus” and the medal “Admiral Kuznetsov” .
He is currently Deputy Head of DepartmentFSUE TsENKI , chief engineer of the Roscosmos television studio . For successful activities at his last job, he was awarded the medal “For creative contribution to the creation of ground-based space infrastructure” and the sign of the Federal Space Agency “ For the Promotion of Space Activities ” [6] . He continues to engage in heraldry, although not so actively.

Yuri Vladimirovich Rubtsov is the author and co-author of a number of emblems of settlements of the Murmansk region, including: the coat of arms of the city of Vyuzhny (present Snezhnogorsk ) was approved by the draft of Yuri Vladimirovich on December 24, 1992 [7] [8] [9] ; coat of arms of the city of Gadzhievo (formerly Skalisty), approved by Rubtsov’s project on May 11, 1995 [8] [10] ; coat of arms of the village of Kuvshinskaya Salma , developed by Yuri Rubtsov in collaboration with Vladimir Vladimirovich Ivanov in October 1995 [8] . He is a co-author (consultant) of the coat of arms of the city of Severomorsk and the author of projects for the coat of arms of the village of Liinakhamari [11] ; the coat of arms of the urban settlement Verkhnetulomsky [12] and the coat of arms of the Pomeranian village Kuzomen [13] . In addition, he took part in the development and creation of the emblems of the naval formations of the Northern Fleet (for sailors' chevrons) and developed the regimental badge of a separate Northern Fleet electronic warfare regiment.
