History of Higher Education in Perm
The opening of the first university in the Urals took place on October 1 (14), 1916. The university worked its first academic year as the Perm branch of the Petrograd University , on the basis of which Perm University was opened in July 1917. Subsequently, the following institutes emerged from the faculties of Perm University: agricultural (1930), pedagogical (1930), medical (1931) and pharmaceutical (1936); branches of the technical faculty became part of the Polytechnic Institute (1960). In 1934, the word “state” appeared in the name of the university and under the name “Perm State University” and the abbreviation “PSU” it was known for most of its history.
The pedagogical education in Perm originates from the female Frebel courses (1917), transformed six months later into the Frebel Institute. In September 1919, the Institute of Public Education (INO) was opened in Perm, where students of the Frebel Institute were transferred. On September 9, 1921, the INO was transformed into a Pedagogical Institute . In 1922-1930, the pedagogical institute was part of Perm University in the form of a pedagogical faculty, but later it was again separated into an independent university (1931) [1] .
In 1953, the Molotov Mining Institute was established in Perm (then Molotov), on the basis of which the Perm Polytechnic Institute (PPI), the largest university in Perm, was organized in 1960. Especially for the institute, the Campus (PPI Complex) was built on the right bank of the Kama [2] .
On May 1, 1975, the Perm Institute of Art and Culture was created [3] .
In the post-Soviet period , non-state universities began to appear in Perm, as well as throughout Russia, for example, the Ural Humanitarian Institute (1993), the West Ural Institute of Economics and Law (1994), the Prikamsky Social Institute (2001) and others. In general, the development of higher education in Perm during this period was characterized by the massive opening of branches of universities from other regions (the Academy of Painting, Sculpture and Architecture , the Higher School of Economics , RVU named after G.V. Plekhanov , RANEPA, and others), as well as the increase in the status of local educational institutions: technical schools and colleges - to institutes (their branches), and institutes, in turn - to universities (PSTU, PSPU) and academies (PSMA, PSFA, PSGA).
Since 2015, Rosobrnadzor has tightened control over the work of universities, especially private ones. As a result of optimization of head universities or revocation of their licenses, their branches were closed in the regions, and in particular in Perm. For example, the branches of the Modern Humanitarian Academy , PFUR , MIRBIS , the Moscow Academy of Entrepreneurship under the Government of Moscow, MGUTU , MESI , RGUTiS were closed. In connection with the reform of the Ministry of Internal Affairs in 2011, the Perm branch of the Nizhny Novgorod Academy of the Ministry of Internal Affairs of Russia was closed, which began its history in 1961 [4] . Licenses were also revoked from a number of Perm non-state universities: the Perm Institute of Economics and Finance, the Perm Institute of Humanities and Technology.
As part of the educational reform, Perm State University and Perm State Technical University were given the status of a national research university , respectively, they became known as PSNIU and PNIPU. The number of students in Perm universities from 2010 to 2017 decreased from 102,444 to 60,302 people (more than 40%). The number of teaching staff also decreased from 4607 to 3570 people (almost 23%) [5] .
