Naftan

Naftan (Novopolotsk Oil Refinery, full name Open Joint-Stock Company Naftan ) is one of two Belarusian oil refineries . The plant is located in the industrial zone of Novopolotsk , 4 km south-west of the city's residential areas.

It is a city-forming city, the construction of the plant marked the beginning in 1958 of the construction village, which became in 1963 the city of Novopolotsk .

Content

History

The construction of the plant was begun in 1958 by order of the Council of Ministers of the USSR . Construction was announced by the All-Union shock construction . The general designer was the Lengiprogaz Institute, and later the Lengiproneftekhim .

The main criteria in choosing a construction site were: advantageous geographical position - the proximity of the western borders (which made it possible to export to Western Europe ); the need to provide oil products to the western regions of the Soviet Union , as well as the neighborhood of the city of Polotsk , a major transport hub.

Since 1958 he directed the construction of the plant and since 1963 became its first director O. A. Ktatorov .

For the striking work, many construction participants were awarded orders and medals, five became Heroes of Socialist Labor : Pavel Denisov, Arkady Kozlov, Anatoly Kremen, Anna Nazarova. The names of the first builder Pyotr Blokhin and the first director of the refinery Oleg Ktatorov named the streets of Novopolotsk [2] .

On February 9, 1963, the first gasoline was received at the refinery. In those years, the plant’s capacity was designed to process 6 million tons of crude oil per year.

In 1971, the then Polotsk Oil Refinery was awarded the Order of the Red Banner of Labor for its achievements in production, and in 1976 it was renamed the Order of the Red Banner of Labor Red Banner at the XXV Congress of the CPSU. In 1981, the plant was reorganized into the production association Novopolotsknefteorgsintez. In the late 1980s, faced with problems of gigantic emissions into the atmosphere (101.8 thousand tons only by the refinery) and difficulties in the construction of new plants. Together with the Novopolotsk City Committee of the Communist Party of Belarus, the plant management resisted attempts at unsystematic and ill-conceived construction, offering to transfer the installations 15 kilometers from the city.

Post-Soviet time

In 1992, the Novopolotsk City Council of People's Deputies decided to rename and reorganize the Novopolotsknefteorgsintez Production Association into the Naftan Production Association ( Bel . Nafta Navapolatska )

In accordance with the order of the Ministry of Economy of the Republic of Belarus dated August 28, 2002 No. 118, the Republican Unitary Enterprise Novopolotsk Production Association Naftan was transformed into the Open Joint Stock Company Naftan.

OJSC “Naftan” and OJSC “ Lukoil ” in 2006 organized a joint venture for the production of oil additives SOOO “ LLK-Naftan ”.

On October 9, 2008, on the basis of a decision of the extraordinary general meeting of shareholders from December 1, 2008, Naftan Open Joint Stock Company was reorganized by merging OJSC Polymir .

In 2006, the United States imposed sanctions on nine Belarusian companies, including Naftan for “undermining the democratic process.” In October 2015, sanctions were partially lifted. [3]

In December 2018, the US Department of the Treasury’s Office of Foreign Assets Control ordered the US holding Zoltek to pay $ 7.77 million for the purchase of raw materials from Naftan when it was under sanctions. [four]

Products

About half of the plant’s products are exported (55.6% in 2015 [5] ), mainly to the EU countries . The company provides oil products to the Republic of Belarus , and sends them for export.

The range of products is more than 70 items of petrochemical products , including:

  • motor gasolines (including AI-95, AI-98);
  • diesel fuels of various grades (including diesel fuels of European quality EN 590);
  • fuels for jet engines (RT);
  • boiler fuels;
  • a wide range of lubricants;
  • additives and packages of additives for oils;
  • wide range of petroleum solvents;
  • oil bitumen (construction, road, roofing);
  • high purity aromatic hydrocarbons (paraxylene, orthoxylene, pseudocumene, benzene);
  • sulfuric acid
  • and other products of oil refining and petrochemicals.

In 2015, enterprises included in the structure of Naftan OJSC produced [5] :

  • 2852 thousand tons of diesel fuel;
  • 2287 thousand tons of fuel oil;
  • 887 thousand tons of gasoline;
  • 355 thousand tons of kerosene;
  • 223 thousand tons of bitumen;
  • 196 thousand tons of straight-run gasolines;
  • 173 thousand tons of aromatics;
  • 123 thousand tons of polyethylene;
  • 69 thousand tons of lubricating oils;
  • 41 thousand tons of nitron-S and nitron-D fibers;
  • 40 thousand tons of acrylonitrile.
