• State Fire Protection Service

The State Fire Protection Service is the executive body responsible for extinguishing fires in the Republic and performing emergency rescue operations (population, property, etc.) • State Fire Department Service The State Fire Safety Service is the executive body responsible for ensuring compliance monitoring and fire safety regulations during design, construction, restructuring, repair, operation, certification products and services that require compulsory certification in the field of fire safety, the implementation of state fire supervision over the implementation of compulsory fire insurance of property of persons engaged in entrepreneurial activities.

• The State Agency for Material Stocks The State Agency for Material Reserves is the executive body involved in the development of state policy and regulations in the field of stocks for state, mobilization, emergency and food, management and control over state material reserves in this area, preparation of proposals for volumes , the nomenclature and the formation of state material reserves, collection operations, stored protection, renewal, restoration and appropriation of state material reserves, the implementation of tasks on international humanitarian funds.

• State Security Control Agency

The State Agency for Construction Safety Control is the executive body involved in the preparation of state policy regarding safety requirements at all stages of construction activities.

• State Agency for Water Resources

The State Agency for Water Resources of the Ministry of Emergency Situations of the Republic of Azerbaijan is the executive body that provides reliable protection of the main reservoirs of the state, including on its balance, regular monitoring of the technical condition of reservoirs in the country, monitoring surface and groundwater reserves ^[1] .

The Ministry of Emergency Situations of the Republic of Azerbaijan is responsible for the following areas:

• Civil defense;

- protection of the population from natural (geophysical, geological, meteorological, hydrological, sea hydrological accidents, natural fires, etc.) and man-made (arson, explosions, collapse of buildings and structures, chemical, biological and radiological hazards, accidents, breakdowns in hydrodynamic installations, oil and gas complexes, trunk pipelines, traffic accidents, etc.)

• Natural disasters:

- prevention of emergency situations and elimination of their consequences;

- Fire safety;

- safety of people in the waters;

- safety of operations of small vessels;

- technical safety in industry and mining operations;

- safety in construction;

- development of state policy and regulations on state material reserves funds;

- management, coordination and supervision in the specified areas;

- protection of strategic objects, objects and objects in case of emergency ^[1] .

The Ministry of Emergency Situations of the Republic of Azerbaijan in its activities attaches particular importance to international practice.

The Ministry cooperates with the following international organizations: UN , NATO , CIS , GUAM , OPCW , IAEA , BSEC . In order to improve their skills in the field of emergency situations, EMERCOM employees study in Russia , Ukraine , the Republic of Belarus , Germany in the field of emergency management. The Ministry cooperates with the following countries: Russian Federation, USA, Jordan, the Republic of Turkey , Ukraine, Belarus, France , Germany, etc. ^[2]

From September 24 to September 27, 2007, in Baku, the Ministry of Emergency Situations in cooperation with the International Academy of Sciences developed an international symposium on the theme “Natural disasters and global problems of modern civilization” ^[2] .
