Prize of the Government of the Russian Federation in the field of science and technology

By Decree of the Government of the Russian Federation of July 10, 1995 No. 696, the maximum amount of premiums of the Government of the Russian Federation in the field of science and technology since 1995 is set at 2250 times the minimum wage each. The size of the bonus paid to each laureate could not exceed 150 times the minimum wage. The number of people awarded for each work should not exceed 15 people. The monetary part of the premiums was distributed between them in equal shares.

According to the Decree of March 10, 2000 No. 211, starting with the payment of bonuses of the Government of the Russian Federation in 1999 in the field of science and technology, the maximum amount of bonuses of the Government of the Russian Federation in the field of science and technology was limited to the amount of 4,500 times the minimum wage determined by law (in In 2004, this amounted to 450,000 rubles.). The size of the bonus paid to each laureate was limited to the 300-fold minimum amount of wages determined by law (in 2004 - 30,000 rubles).

By the Decree of the Government of the Russian Federation of October 30, 2002 No. 783, the following restrictions were introduced: the prize winner had the right to re-run for the prize no earlier than 5 years later; work that did not pass through the competition could be nominated for the award only once more.

The most significant changes in the award procedure took place in 2004. By Decree of the Government of the Russian Federation of August 26, 2004 No. 439, in particular, the number of prizes and the maximum allowable number of laureates of each prize were reduced, but the amount of the prize was significantly increased. According to this Decree, since 2005 no more than 40 prizes have been awarded (including 10 prizes for work in the field of defense and security), each in the amount of 1 million rubles. The authorship of each work was limited to 10 applicants.

In 2002, Federal Law No. 21-FZ “On Additional Monthly Material Support of Citizens of the Russian Federation for Outstanding Achievements and Special Merits to the Russian Federation” for certain categories of citizens, including laureates of “state prizes of the Russian Federation” who reached retirement age, was set monthly additional material support. Following in the “Rossiyskaya Gazeta”, with reference to the Ministry of Labor of the Russian Federation, an article was published stating that the laureates of state prizes, among others, include “laureates of prizes of the Government of the Russian Federation”. The same fact was confirmed by the joint teletype of the above ministry and the Pension Fund of the Russian Federation, as well as the Resolution of the Ministry of Labor on the list of documents for receiving an allowance (mid-2002). Since then, all laureates of prizes of the Government of the Russian Federation after retirement each month received a bonus of 330% of the amount of social pension (in 2018, this is about 17 thousand rubles). But in June 2017, an internal letter of the Pension Fund of the Russian Federation was published, and in March 2018, an order was issued by the Ministry of Labor of the Russian Federation (signed by Minister M.A. Topilin), which effectively canceled all allowances for retirement winners of prizes of the Government of the Russian Federation. Now, the branches of the Pension Fund universally refuse to laureates (even those who received the title many years ago) to draw up legal allowances (despite the still valid order of the Ministry of Labor No. 520n of 2017 confirming the old state of things). At the same time, thousands of laureates of past years, who issued pensions and allowances before the current prohibitions, continue to receive them. Some prize winners of the Government of the Russian Federation who received refusals to establish monthly additional material support from the Pension Fund of the Russian Federation began to turn to the courts, as a result two-thirds of the processes were won. But most of the laureate retirees can not afford legal costs, so many are left without significant material support ^{[1] [2]} .
