Member of the CPSU (b) . He graduated from the Leningrad Planning Institute in 1934 .

- 1937 - 1940 - An employee of the USSR embassy in Germany .
- 1940 - 1941 - Advisor to the embassy (since May 9, 1941 - embassy) of the USSR in Germany.
- 1941 - 1943 - Extraordinary and Plenipotentiary Ambassador of the USSR to Iran .
- 1943 - 1949 - Head of the III European Department of the NKID (since 1946 - Ministry of Foreign Affairs) of the USSR.
- 1946 - 1949 - Deputy People's Commissar of Foreign Affairs of the RSFSR in combination with work in the NKID of the USSR [1] , Deputy Minister of Foreign Affairs of the RSFSR [2] , member of the Board of the Ministry of Foreign Affairs of the USSR.
