Listed then to the Office of the College of Foreign Affairs, Psaro continued to be a charge d'affaires of the Order of Malta, at that time using the patronage of Chancellor Bezborodko . On January 15, 1797, after the Maltese envoy in St. Petersburg, Count Yu.P. Litta , concluded the convention with Russia , Emperor Paul I granted Psarcho the rank of privy councilor. In Malta, Psaro stayed before the French occupied the island and left there in July 1797. He died in 1822.
