Having come to power in 744, Paylo moved his headquarters to Hara-Balgas in Orkhon . The state consisted of Tokuz-Oguzes (Uigurs), that is, nine genera (藥 羅葛 - Yaologe or Yaglakar, Kagan clan, 胡 咄 葛 - Khuduge or Uturkar, 啒 羅 勿 - Hulou or Turlamvyur (Kurlamyur), 貊 歌 息 訖 - Mogesichi or Bokasykyr (Boksykyt), 阿 勿 嘀 - Audi or Avuchag, 葛薩 - Gesa or Karsar (kasar), 斛 嗢 素 - Huvasu or Hogorsuv, 藥 勿 葛 - Yauge or Yagamvyurkar (yabtukar, yabtyukar), 奚 勿 勿Siyau or Hiyomvyur (ayavir)) [1] . Six body births were equal in rights to the Uyghurs (Bug, Hun, Baiyrku , Tongra, Syge and Kibi). Eleven conquered clans of Basmal and Karluk constituted the vanguard of the Uyghur army.
In foreign policy, Paylo was a supporter of an alliance with the Tan against the Turks . In 745, the Uighurs defeated the last Turkic Hagan, Baimei Khan Kulun-bey and Paylo ordered his head to be sent to Chang'an, for which the emperor generously thanked him. Over the next two years, the Uyghur power was continuously expanding, although it did not reach the size of the Turkic Kaganate.
In 747, Paylo died and his son Moyan-chur became a kagan.
